We don't tolerate bullying in the schoolyard so why do we tolerate it in the school board? Teachers who are questioning the role out of WiFi in schools across Ontario, those who are electrically sensitive and worry about what effect this will have on their health, and those who are concerned about the effect it may have on their students are being silenced.

Principals have told several teachers that they are not to mention or to participate in any action that questions the Board's decision about WiFi. Messages posted on bulletin boards in the school have been removed. Teachers have been reprimanded and threatened.

Parents are being silenced. Schools refuse to inform parents about when WiFi will be activated in their children's school. Parents are forbidden to take their own measurements in schools that currently have WiFi or are scheduled for WiFi. They are unable to send flyers home to other parents to ask if parents agree with the Board's decisions about WiFi in the classroom.

Even without the May 31^st 2011 announcement by the World Health Organization that radio frequency radiation (the type of radiation generated by WiFi) may cause cancer, this type of behavior of school boards is totally unacceptable.

When did schools get the right to expose children to potential carcinogens without the consent of their parent? When did schools get the right to threaten teachers who question their policies? When did we develop such an intolerant system that is more common is fascist regimes than in democratic societies?

Unfortunately those who are making decisions are ignorant of the technology and ignorant of the science that documents the adverse effects of radio frequency radiation generated by wireless routers. Back in the late 1980s we were concerned about the lack of science literacy among our students. Unfortunately, we are witnessing the consequences when those in positions of authority do not understand the science upon which their decisions are based, decisions that affect the lives of so many.

This ignorance coupled with intolerance and bullying is unacceptable and urgently needs to be addressed.

The same day the above letter appeared in the Peterborough Examiner (Jun 6, 2011), I received an email from Diane Lloyd, Chairperson, Kawartha Pine Ridge District School Board, denying me the right to speak at a public meeting scheduled for June 27th in Peterborough at Queen Mary Public School. The board is allowing those who have the same view as the school board to speak but not those who have dissenting views and who believe that the microwave radiation generated by WiFi is harmful to students and their teachers. They are allowing other professors from Trent University to speak as well as the Medical Officer of Health, who has often voiced her lack of concern about this radiation in the classroom. Ms Lloyd writes, "This meeting is being held to outline what our technology plan is and to respond to those questions . . . it is not a debate."

What is so unfortunately is that many of the schools already have wired internet access and Peterborough has fiber optics in the community, yet the school board is "dead set" on installing WiFi irrespective of how the radiation may affect students and staff! Introducing WiFi into schools that already have wired connections is a waste of money that could be better spent. But much more important than this is the unnecessarily exposure of students and staff to microwave radiation. Only time will tell how this radiation will affect their health, behavior, ability to learn, and ability to reproduce.

Have you noticed that prior to the IARC / WHO cancer announcement, many people were quick to point out that the World Health Organisation had stated that microwave radiation was safe and did not cause cancer. Now that the WHO has changed their minds and announced cell phone radiation is a possible carcinogen, those same people are pointing to the WHO as being alarmists and they are trying to downplay the decision.

June 6, 2011. The Workers' Health and Safety Centre is quick to respond to the World Health Organizations classification of radio frequency radiation as a "possible human carcinogen".

They list precautionary measures recommended by the European Environment Agency (2009), by Dr. Devra Davis, and by the Canadian Government's Parliamentary Standing Committee on Health (2010) and mention France Gelinas' private member's bill, Bill 128, An Act to increase cell phone safety in Ontario, that has passed its first reading.

A lawsuit of 2.7 billion shekels against the cell phone companies - the companies mislead their customers regarding purchasing of accessories to curry the phones or do not reveal to the customers relevant information regarding the radiation. Various IRs' questions from other parties, especially submitted by lawyers on behalf of their clients have not been responded by BCHydro (Applicant) as being "out of scope" in subject hearing. Clearly an indication that the whole Smart Meter Project (SMP) have not been addressed / tested / reviewed in detailed of every nature by the Commission and either parties other than the Applicant.

Under the regulatory guidelines (see also Enclosure below) with any utility project the Commission has the legal mandate, especially upon concern from and in the interest of the general public

"…Overall, the Commission has a duty to protect the public interest…

…..The Commission's specific functions include:…

…..assessing utility proposals to extend existing facilities or build new facilities (Section 45); "

According to the regulatory guidelines it is illegal for BC Hydro to be excluded from fulfilling its oversight responsibilities? But if the government continues to exclude it from oversight(Clean Energy Act, 2008-Utilities Commission Amendment Act), then responsibility for any complaints would also be outside the responsibility of the BCUC.

CORE respectfully requests, that the Commission re-open all proceedings in where the SMP is involved, and /or schedule evidentiary hearings that allow all parties the opportunity

- to present evidence and testimony on RF health, environmental, legal and safety impacts,

- to review actual SMP performance, including cost effectiveness of Smart Meter installations, energy conservation achieved, reliability, interference, privacy and security risks, and fire hazards,

- to have the relevant acts and tariffs amended to allow individual customers on special request the right to opt out of the SMP (smart meter installation).

The scope of the Commission's review of opting out shall include the possibility of disabling the RF function of existing Smart Meters, removal or disabling of repeater equipment, use of shielded cable or fiber optics to transmit data, and alternative meter reading protocols.

The Commission is also respectfully requested to impose an immediate moratorium on any utility company's installation of new smart meters pending completion and decision of the evidentiary hearings, and/or Commission review.

1. As a registered intervener possibly acting also in the interest of

- uninformed BC Hydro customer

- uninformed public at large

- uninformed Members of BC Legislature Assembly

I herewith do file a complaint to the BC Utilities Commission (BCUC) regarding the proposed BC Hydro Smart Meter Project (SMP) and any present or future SMP of other utility companies.

2. Apparently the Clean Energy Act contained the rules that capital projects like smart meters did not have to have a review by the BCUC: no health assessment, no cost-benefit analysis, no environmental impact review. The proposed installation of SM was mandated, without public consultation or debate in the legislature, as part of the Clean Energy Act 2010 [1].

The Commission is asked to order BC Hydro – as well as any other BC utility - to cease and desist work and any other further preparation with the planned installation of smart meters (SM) until the following issues have been addressed:

- to invite and engage the public at large in a proper public process to ensure concerns may be raised and be dealt with,

- to have BC Hydro and other utility companies resolve any issues which may be raised by the public during an information process and public hearing,

- to have BC Hydro and other utility companies forward all complaints they have received to BCUC from any and all sources concerning any and all impacts of proposed smart meter installations and any information about other known possible more cost-efficient and/or safer options that were available but had not been addressed adequately in the preceding procedural process.

- It is clear that utility companies have the legal authority by way of easements, permits, approvals and contracts to enter customers' property to service and read meters. However it is equally clear that BCHydro and other utility companies were remiss in not providing sufficient consultation and public input on the smart meter microwave radiation's negative health and legal impacts on property owners in the immediate vicinity of installed smart meters.

3. Additional comments and concerns:

3.1 BCUC, as an independent regulatory agency of the Provincial Government, operates under and administers the Utilities Commission Act [2] .

The Commission's primary responsibility is the regulation of the energy utilities under its jurisdiction to ensure that the rates charged for energy are fair, just and reasonable, and that utilities provide safe, adequate and secure service to their customers. Normally the Commission calls for public hearings in case of new projects, i.e. new power lines, substation, relocations of those etc. and the general public is invited to take part in such proceeding:

"…The Commission values public input in the issues for which it is responsible, and has prepared this Guide to help you to become more involved in our various activities."

"…Decisions that attract public controversy may require the more structured public participation processes of administrative tribunals to ensure fair and equal treatment of all affected and interested parties…"

"…Finally, a member of the public can file a complaint with the Commission on a matter that is of particular concern to them. For example, a utility customer may

complain to the Commission that the utility should obtain a certificate of public convenience and necessity before constructing its next project. There are differences in the ways in which utility applications, generic reviews, and complaints are handled by the Commission. Nevertheless, the Commission has developed common mechanisms for public participation during the course of each of these three types of regulatory proceedings. An important component of public participation is the provision of reasonable notice of a hearing to utility customers and other interested parties. This is discussed in Chapter 4, p. 29, "The Public Hearing Process".

Having cited the above, why has the general public . the very customers, so far not been involved with the SMP, speaking now of the smart meter as appliance to be installed with a huge cost involved?

3.2 Although BILL 15 — 2008 UTILITIES COMMISSION AMENDMENT ACT [4] gives the Commission and BCHydro and other utilities certain power to circumvent public involvement, nevertheless the human rights i.e.

- Canadian Human Rights Act [5] administered by the Canadian Human Rights Commission [6]

- Universal Declaration of Human Rights [7]

are protected, preceding, and paramount over the BC Clean Energy Act and the 2008 Utilities Amendment Act.

3.3 Based on the body of research and existing evidence electromagnetic radiation from wireless appliances, including smart meters, are associated with adverse biological effect.

3.4 Based on the fact that these basic human rights issues were not discussed –obviously not even considered- during the debate of the Clean Energy Act in the Legislative Assembly nor during the proceedings to follow, not one party (Ministers, MLAs, BC Hydro, BCUC) has addressed the electromagnetic radiation pollution emanating from wireless smart meters. Obviously, this failure violates

- constitutional and common/civil law rights (trespass, civil assault, personal injury, civil battery and a taking of their property rights if done ignorantly, arbitrarily, wantonly willfully and without due process of law)

- criminal law rights (assault, bodily harm, intimidation, defense of property, mischief, common nuisance, causing bodily harm by criminal negligence).

4. It is requested that a public hearing be held with a fair regulatory time table to allow sufficient media announcement (with wording in plain dummy language), sufficient time (3-4 months) to find experts (legal, medical, researchers)

5. Due to lack of financial and legal resources, it is also requested that costs of experts of concerned people's choice be covered under the Commission's Participant Assistance/Cost Award Guideline [8].

In Our NGO, Associació Oikos Ambiental in Spain, are very concerned on the situation about not allowing Ph Olle Johansson to work in the research area of health effects of EMFs.

Instead of "cautionary" not allowing Olle Johansson to work in this research area of health effects of EMFs, instead it ought to be ensured and greatly expanded - in this way we would, in agreement with the Precautionary Principle, be sure not to put mankind's head in a future snare of radiation damage, cancer, neurological disease, learning disorders, etc.

It is a pure scandal, what is now happening. To leave people with a disability in the lurch is not only unethical but also completely in contrast to the "UN Convention on Human Rights for Persons with Disabilities" and "The European Union Charter of Fundamental Rights" and its "Communication from Commission to the Council and Parliament on the transfer of the European framework agreement on harassment and violence at work ". Any discrimination on grounds of sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or other opinion, membership of a national minority, property, birth, disability, age or sexual orientation shall be prohibited.

One might add that it is, since November 8, 2007, a legal obligation not to humiliate or discriminate against anyone, whether in the form of one-time events. The current on-going situation is such a pure discrimination against all persons with EHS! It would be correct instead to increase the present research facility on the basis of the requirements of the UN Convention on Human Rights for Persons with Disabilities. So, why we are going in the opposite direction if

What does this mean for Canadians?

June 5, 2011. The World Health Organization classifies radiofrequency electromagnetic fields as possibly carcinogenic. What does this mean for Canadians?

After a week-long meeting in Lyon, France, the International Agency for Research on Cancer (IARC)—an arm of the World Health Organization (WHO)—classified radiofrequency electromagnetic fields (otherwise known as radiofrequency radiation or RFR) as a class 2B carcinogen, meaning that it is "possibly carcinogenic to humans". Lead and DDT are two examples in the same category, and both are banned for public use in Canada.

What does this mean for Canadians?

It means that Health Canada is obliged to go back to the drawing board and revise its guideline for radiofrequency radiation. The current Health Canada guideline is one of the least protective in the world—along with the United States and Great Britain.

It means that medical officers of health need to notify doctors of the potential carcinogenicity of devices that emit radiofrequency radiation: cell phones as well as the neighbourhood cell phone antennas; cordless phones; wireless baby monitors; smart meters for electricity, water and natural gas consumption; WiFi routers in homes, schools, offices and public places including coffee shops, buses, trains, airports, airplanes, hospitals, hotels as well as city-wide WiFi. Broadcast antennas and radar used by airports, marine and military installations also emit radiofrequency radiation.

At this stage, Health Canada is not conceding any increased danger.

"Health Canada's advice to Canadians remains the same. As long as exposures respect the limits set in Health Canada's radio-frequency (RF) exposure guidelines, the department has no scientific reason to consider exposure to low-level radio-frequency fields, such as those from cellphones or Wi-Fi, dangerous to the public," it says.

What should Health Canada should be saying?

Siemiatycki says he'd like to hear a change in tone and see action on the file.

"I'm not sure what they would have said (before the classification), but I guess today they would have to say they're really doing it, that they're really looking into it. They should either stimulate additional research or they should look at preventive strategies that might not be disruptive to people or to society, or to give warnings, I'm not sure. But they would need to look at this possibly in a more serious way than they did" before IARC's announcement this week.

Basque Parliament calls on the Government to fund research on diseases of central sensitization

The Health Committee of the Vitoria House today approved unanimously urge the Basque Government to include in the strategy of chronic patient care to those affected by the disease called central sensitization.

Parliament also asked the Basque Government to include in the 2012 budget allocation for research and treatment of diseases such as Fibromyalgia, Chronic Fatigue Syndrome, Multiple Chemical Sensitivity and Electro-Hyper Sensitivity.

The political groups represented on the committee have transacted an amendment to a motion claiming EB law to give visibility to these diseases.

The parliamentary EB, Mikel Arana, recalled that Fibromyalgia and Chronic Fatigue Syndrome are diseases that are already included in the international classification of diseases of the World Health Organization.

The initiative passed, the Parliament also urges the Basque Government to coordinate with other regions, with the state and with other European Union countries for Multiple Chemical Sensitivity and Electrohipersensibilidad be included in such international classification to they are classified as occupational diseases.

Also requests the Executive Basque diagnoses of the latter two diseases are taken into account in assessments related work disability, disability, or aid dependency.

Parliament also asked the regional government to launch an information campaign aimed at the general public about these diseases and other public awareness for the Basque health system.

Arana stated that the first objective is to make visible these diseases and that doctors are prepared to care for these patients "forgotten" to date.

He added that it expected to increase the incidence of these complaints concerned and are associated with new technologies and the burden of toxic food consumed today as preservatives, colorings, additives or denaturants.

This may be of interest. The high powered Caribbean Shortwave Radio transmitter mentioned in the article below is defunct. It was mainly used by the BBC World Service for N & S America. (I am a SW Radio fan.)

Built in 1976, there is a 10-20 year lag time before any EMF effects show up.

Did Antigua relay station increase cancer mortality?

The Antigua news portal caribarena.com raises the question of whether the high power shortwave station that used to operate on the island was responsible for am increase in the cancer mortality rate. The website says that "In 1975, the Caribbean Relay Station was constructed in Antigua. The station's purpose was to broadcast international radio content, like the BBC World Service, to most of the western hemisphere. The station was a monster when compared to cell phone towers, with six radio towers operating at 250 kW.

"The station had the ability to broadcast shortwave AM radio far beyond the Caribbean region, well into South and North America. This station was, by far, the largest operating transmission station in the entire Caribbean. According to PAHO (Pan American Health Organization) the cancer mortality rate in Antigua between 1992-2002 peaked at 176 cases for every 100,000 people. This is higher than anywhere in Latin America, according to the same study."

"In our initial publication, we noted that the health effects of EMFs have a 10-20 year delay. The Caribbean Relay Company began operating in 1976, exactly 20 years before the PAHO study was conducted. Is there a link between the current high rates of cancer and the Caribbean Relay Company? The answer is that it is very possible."

If there's one topic likely to generate spit-flecked ire, it is the controversy over the potential health threat posed by cell phone signals.

That debate is likely to flare following the publication today of some new ideas on this topic from Bill Bruno, a theoretical biologist at Los Alamos National Laboratory in New Mexico.

The big question is whether signals from cell phones or cell phone towers can damage biological tissue.

On the one hand, there is a substantial body of evidence in which cell phone signals have supposedly influenced human health and behaviour. The list of symptoms includes depression, sleep loss, changes in brain metabolism, headaches and so on.

On the other hand, there is a substantial body of epidemiological evidence that finds no connection between adverse health effects and cell phone exposure.

What's more, physicists point out that the radiation emitted by cell phones cannot damage biological tissue because microwave photons do not have enough energy to break chemical bonds.

The absence of a mechanism that can do damage means that microwave photons must be safe, they say.

That's been a powerful argument. Until now.

Today, Bruno points out that there is another way in which photons could damage biological tissue, which has not yet been accounted for.

He argues that the traditional argument only applies when the number of photons is less than one in a volume of space equivalent to a cubic wavelength.

When the density of photons is higher than this, other effects can come into play because photons can interfere constructively. Bruno points to the well known example of optical tweezers in which coherent photons combine to push, pull and rotate small objects such as cells.

In this case, the force is generated when dielectric objects sit in an electric field gradient associated with the photons. More photons generate more force.

The damage that optical tweezers can do to structures in cells is well reported, he says. That's because of the large change in refractive index at the edge of cellular structures such as vesicles, myelin sheaths and so on, and the high density of photons.

Of course, optical tweezers generally work at infrared frequencies. The question that Bruno poses is whether a similar effect could also work for microwave photons.

This boils down to two factors. The first is whether there is a high enough density of microwave photons from cellphones to generate a force capable of damaging biological tissues. The second is whether there are structures in the body with the required dielectric properties to be susceptible.

On both counts, Bruno says there are reasons to be cautious. First, the density of microwave photons from cell phones and cell phone towers is many orders of magnitude higher than 1 per cubic wavelength. For this reason alone, Bruno says the traditional safety arguments do not apply.

Second, the human body contains many structures including neurons up to a meter or so long that could be susceptible to the combined effect of many photons. Some of these structures may actually focus microwave photons, increasing the photon density inside the body.

(If you're wondering why the concern is over cellphones and not other transmissions, it turns out that frequencies above 10 GHz tend to be absorbed by the skin while frequencies lower than 1 GHz--TV or radio transmissions say--are thought to be reflected without much energy transfer.)

So what might be a safe level of exposure? Bruno suggests that the night time background rate of microwaves might be a reasonable limit. "Unfortunately, this level is very low by cellphone-technology standards, some 8 to 9 orders of magnitude lower than common cell tower exposures," he says.

If that is unachievable, then another choice might be about an exposure equivalent to the average thermal energy per cubic wavelength. Bruno says this would be equivalent to an exposure of about 30 picoWatts per square metre at 1 GHz. "This equates to exposure from a cell tower at a distance of a few miles," he says.

Either way, that's likely to generate some concern.

Bruno's conclusion is that the the way safe dosage limits is determined is broken because it does not take this new tweezer-like mechanism into account.

That places the ball firmly into the physicists court. It may be that there are good reasons why Bruno's tweezer mechanism does not represent a threat. If so, we can expect physicists to post a robust defence of the cell phone exposure limits.

But Bruno will need to be braced for other, mindless kinds of responses too. Either way, sit back and watch an interesting and important debate unfold.

Cell Phones, Radiation Exposure and the Workplace

I have a claim with the Workmans Compensation Board in British Columbia, Canada, regarding an injury from microwave. My case is a bit different than most as it was a massive dose but (most of my claim could be handled within the inadequate Safety code 6), as you would expect they are doing their best to confuse the issue and deny my claim.

I realised there are a number of others with WCB claims and we are all working over top of each other. It occurred to me that we would all do better establishing some basic parameters as a group. Two engineers have been diligently working on Smart Meter dirty power and RF issues – the combined team possess two MS degrees from MIT, a California P.E. license (Professional Engineer's License), and a PhD from Stanford in Electrical Engineering, Magna Cum Laude. They have been working on this nearly continuously for the last four months.

The scientific data tells us that 5% of the population will get sick immediately from RF disease, and another 10% will develop the disease over time. This means about 4.5 million people in California are potential victims.

Since individuals with no history of RF disease are experiencing symptoms the first day the meter is installed, we can assume the meter's RF emissions are not the only problem. The RF network is activated months after initial meter installation.

Extensive measurements have demonstrated that all of the meters measured so far, including ABB, GE, and Landis Gyr, emit noise on the customer's electric wiring in the form of high frequency voltage spikes, typically with an amplitude of 2 volts, but a frequency any ware from 4,000 Hertz, up to 60,000 Hz. The actual frequency of the phenomena is influenced by the devices that are plugged into the customer's power. Some houses are much worse than others, and this observation has been confirmed by PG&E installers that have talked to us.

Since 85% of the population is not immediately effected by this phenomena, the knowledge about what is causing symptoms in PG&E's customers will be slow to evolve. We expect word of mouth to be the primary information source since the media is so disconnected from this phenomena.

The scientific literature has studied microwave illness since the 1930′s when radar operators became ill. Radar equipment emits radiation that is intermittent, and recent scientific papers have increasingly reported that pulsed radiation is significantly worse than continuous radiation. Humans have been exposed to continuous microwave transmissions from radio for decades. Exposure that Smart Meters present to California citizens is new and unlike previous electromagnetic emissions.

PG&E has published none of the functional specifications of the meters now being installed, including their BLOCK DIAGRAMS, SCHEMATICS, or BILL OF MATERIALS. The scientific community has been prevented from identifying any of the design problems prior to their installations.

The decisions by PG&E and the CPUC to conduct NO SAFETY STUDIES has forced them to discover the current problem after the meters have been installed and after significant capital has been invested in this project. Even a rudimentary safety test with 100 randomly selected people would have probably uncovered this problem long before its appearance in PG&E's customer base.

The fix for preventing dirty power disease in PG&E customers is expensive. Because the dirty power must be stopped in the customer's LOW IMPEDANCE house wiring, all of the filter components must handle high power, and therefore are expensive. Current estimates put the end customer cost at $500, and that does not include fixing dirty power interactions that Smart Meter causes with devices already in the customer's home, such as computers, FAX machines, copiers, plasma TV's, and the like. Merely treating 15% of the California households puts the total liability for after market problems at $2B, approximately equal to the entire cost of the existing program's roll out.

Though 15% of the population has early and obvious symptoms, a large number of microwave disease related health problems will not surface for some time. As science advances, the links between microwave disease and its sources will only improve, causing ever increasing liability for societal institutions that are responsible for the offending emissions. Though the cell phone industry has purchased immunity from liability through their extensive lobbying efforts, the experience of the tobacco and chemical industries has shown that this immunity can fade as priorities of the general population affects the political process.

Though microwave disease is not directly observed in 85% of the population, the asymptomatic effects (meaning effects that have no apparent symptoms) are well published in the scientific literature, and span a wide variety of lethal and debilitating diseases, including cancers, auto immune diseases, suicide risk, depression, tinnitus (ringing in the ears), and a host of others. Steve Job's pancreas and liver problems are particularly conspicuous when manifested in a life long vegetarian who was chronically exposed to pulsed microwave emissions from wifi, computer power supplies, and the like. Liability for microwave diseases could explode in the future, as data in the cell phone industry already suggests.

Among the population of affected individuals, there are sure to be attorneys who are experienced in class actions suits, and who clearly recognize a $2B avoidable cost has been imposed on an unwilling public. This type of law suit has been responsible for some of the largest corporate liabilities in our civilization's history, and has already affected PG&E and the CPUC in the past (i.e. hexavalent chromium in Hinkley CA).

Once the California real estate community becomes aware that 15% of the general population will no longer be able to live, work, or shop in their properties, the potential liability will be in the trillions of dollars, and will effect a population of wealthy individuals who have significant political influence in Sacramento. These entrepreneurs have been particularly skilled at legally punishing institutions that are responsible for declines in their asset values. In fact, the asset base of the retirement trust of California's state employees is significantly exposed to California's real estate market.

A reasonable person could conclude that the potential liability PG&E currently faces, both immediately and in the evolving future, could be significantly larger than their asset base. Their long term survival as a corporation could be at risk, and a potential outcome could include the wholesale transfer of their asset base into receivership pending settlement of outstanding liabilities.

Legal liability could force PG&E to approach the CPUC for a doubling of the existing utility rate. This would be a politically untenable request, and could result in the dissolution of the CPUC's existing regulator authority.

The future for both the CPUC and PG&E is uncertain, and potentially disastrous. A prudent course would be to treat the entire Smart Grid project in California as a major risk, and to aggressively engage in damage control. Since the technology that is actively being dismantled by the CPUC and PG&E has previously demonstrated none of the current risks, an aggressive plan to offer an analog meter opt out is a prudent option. Since so much damage has already been done, there are no guarantees that even this measure will prevail.

PG&E's current course of relying on PR spin has little chance of stemming the trends that have already been set in motion.
