Owen Veterinarian Fights Xcel Energy Over Electrical Pollution

I interviewed Dr. Pamela Jaffke, a veterinarian in Owen, Wisconsin, who is suffering because of the bullheadedness of her utility company, Xcel Energy. They, along with the other state power companies and the Public Service Commission, refuse to take action to improve the safety of their product in spite of the continuous stream of health complaints like Dr. Jaffke's over the years.

It is time for the Wisconsin utilities to stop releasing their voltage trash - known as transients and harmonics - into the ground, and upgrade the system statewide to protect people, and not just cows, from exposure to biologically harmful ground currents.

Since realizing she was electrically sensitive, Dr. Pamela Jaffke, a dairy veterinarian in Owen, has worked to make her house safe. Stetzerizer filters helped a bit, but were unable to bring the electrical pollution levels down far enough. "The only thing that made things truly livable, I just unhooked the neutral from the water main," she says.

Then her home's electrical pollution levels spiked November 1 following some work to the sewer pipes, which stopped them from carrying the ground currents, and she and her cat, Magic, were hit hard with debilitating symptoms. "It was an absolute disaster for both of us and it's continued that way," says Jaffke, who has Multiple Sclerosis, and gets painful tingling in her legs from this electrical exposure. Her cat has trouble walking and stops eating.

Xcel came out and ran circles around her without addressing the problem, she told me. "If I was a dairy farm, they would be forced to do something.

Anything over 1/2 volt, they are forced to do something," says the veterinarian. The current readings in her home range from 1/2 to one volt.

Wisconsin law currently protects cows from high levels of stray voltage, which Jaffke says is not "stray." "Xcel put it there and it is Xcel's problem," she says. The term stray voltage only legally applies to cows.

The currents are referred to as electrical pollution in relation to humans. "But there's no laws to protect people," says Jaffke.

Not a New Issue

The health menace of stray voltage/electrical pollution is not a new issue. Wisconsin journalists have blazed a fiery trail to try to expose it. Reporter Chris Hardie at the La Crosse Tribune had won five Wisconsin journalism awards and was nominated for a 2000 Pulitzer Prize for work covering the issue, including a special website dedicated to it, while journalist Kurt Gutknecht had been fired as editor of the Wisconsin Agriculturist for continuing to write about the health affects on animals and the farmers themselves.

State Representative Barb Gronemus, D-Whitehall, had proposed legislation in 2003 to force the utilities to clean up their act. The legislation died in committee despite huge support exhibited at a public hearing September 18, 2003. Supporters blame pressure from the big utilities on the lawmakers for its failure.

At a volt, I'm objecting.

Today, Dr. Jaffke insists she is covered by the National Electrical Safety Code (NESC) 92D, which states that there should be no objectionable flow of current over the earth. "At a volt, I'm objecting," she says.

It is likely to be an uphill battle. Xcel Energy has a history of fighting customers over health issues. They argued in a 2008 article that the cow deaths could be blamed on other factors than stray voltage. In an article in the La Crosse Tribune on December 11, 2006, Xcel and the Public Service Commission of Wisconsin claimed that no credible scientific evidence had been raised "that suggests the electrical system in Wisconsin is unsafe or causes any health problems in humans."

Such resistance to customers' needs and safety is deeply ingrained in the untouchable utilities and their unaccountable defender despite numerous studies showing harm, and the nonstop procession of people reporting illness over decades. Owen Council Meeting

Dr. Jaffke is enlisting the help of her city to help deal with the powerful utility. She explained her case and read a list of lies Xcel told her during the Owen city council meeting on December 15. For example, the utility told her that the 5-wire system is unsafe. But, adding a fifth wire would easily correct the problem of electrical pollution for her - and for all residents statewide.

This acceptable, effective method appears in the 1995 report from the research arm of the utilities, the ElectricPower Research Institute.

It states: "A method that practically eliminates ground currents associated with primary distribution line and still maintains the advantage of a four-wire multi-grounded system is a five-wire system."

It would just cost pennies to do, says Jaffke. It is such a simple solution, she told Owen council members, who were alarmed to hear about the serious health effects the respected veterinarian and her cat were experiencing.

The council meets in a building right behind her house, "which pretty much implies that they're getting fried, too," says the human "canary in the mine."

Jaffke hopes her city will have the will and the legal clout to get results. She says, "The city has an obligation to protect their citizens and make sure that any corporation doing business in town is up to code."

Owen mayor Tim Swiggum said during a telephone interview that they plan to go at this from both ends: They will talk to the guys who help them when they are extending power lines to see if that area of town is overloaded, and they also will meet with the higher-ups at the utility to see what they have to say about this problem.

"It's fairly new to me," says Mayor Swiggum, who has begun to educate himself on this controversial issue. "I don't want to burn any bridges. We need the electric company," he adds, though he agrees that Pam Jaffke definitely needs help with the problem in her house.

Jaffke told me she warned the city, "Xcel is going to try to tell you that everything's fine just like they told me. You'll have to be able to refute every one of their arguments. They're not just going to roll over and do whatever you say."

The Owen resident says she just wants a resolution to the problem, and hopes the city can help. But she would not mind if the utility ended up suing her because "in court they'll be exposed as a fraud."

"I'm not after money. I don't care if Xcel would give me a million dollars right today. That's not going to buy my cat's health. That's not going to buy my health," the Owen veterinarian says.

And I say, if the utilities got up to speed and took care of the mess they have made, everyday people would not need to try to do this kind of detective work or have to battle the power companies for their health. What a racket.

Wireless opponent Arthur Firstenberg wants a new round of public hearings on last month's upgrades of AT&T's cellular-phone system in Santa Fe.

Firstenberg, who says he is hypersensitive to electromagnetic signals from wireless devices, drew headlines last year by suing his neighbor over her use of an iPhone and a Wi-Fi system. A judge has thrown out the iPhone claim, but the Wi-Fi claim is set for trial on March 21.

Now, Firstenberg is asking for a judge to require AT&T to apply for a special exception from the city to increase the intensity of its signals. Otherwise, he contends, AT&T should be forced to shut off its new system in 30 days.

An AT&T spokeswoman declined to comment on the charges and referred a reporter to an industry group, whose spokesman was not available for comment this week.

On Nov. 15, AT&T turned on its third generation — 3G — network for the first time in Santa Fe, allowing faster connections and new options on iPhones.

Verizon Wireless, which provides service for the BlackBerry and other smart phones, has offered 3G service here since 2006. It plans to begin 4G service in some cities next year and by 2013 in Santa Fe. Verizon reportedly will begin offering service for iPhones early next year.

AT&T's implementation of 3G service "vastly increased the bandwidth of their radio emissions," constituting "a change in the intensity of use," according to Firstenberg's pro-se petition for a writ of mandamus filed Wednesday in state District Court in Santa Fe.

The city land-use code, it says, requires AT&T to seek a special exception "for each of its existing base stations before it is permitted to increase the intensity of use" — a process that requires new public hearings.

The city already had one hearing on the subject on Nov. 17, when the Board of Adjustment approved changes in several AT&T cell towers to accommodate 3G service.

Firstenberg and others at that meeting claimed that under the land-use code, AT&T should seek a special exception for those changes, but city attorneys maintained that was not required, Firstenberg said.

Attached to Firstenberg's petition are letters from more than a dozen people asking the Board of Adjustment to reject the changes because they are concerned that their health, or that of others, is being damaged by the proliferation of electromagnetic signals.

Angela Werneke of Santa Fe wrote that she has immune deficiency, chronic fatigue and chronic migraines. Although she has not been diagnosed with electromagnetic sensitivity, she wrote, she is "deeply concerned, not only for my own personal health and well being, but also for all those who are being marginalized from our community by the pervasive and rapidly increasing levels of electromagnetic radiation."

Felicia Noelle Trujillo, a Feldenkrais practitioner in Santa Fe, wrote that she has patients who are undeniably sensitive to electromagnetic radiation and will suffer from "this brutal and instant rise in the levels of EMR in their environment, when they are already in a weakened state."

Jeraldine Peterson-Mark, a Santa Fe massage therapist, said she tries to avoid the "disturbances caused by living in a wired society," but believes "there is nowhere left to run or hide as large companies' interests are being prioritized over my rights as an individual to choose my good health and well being over bloated modern conveniences."

Wi-fi in schools: an invisible threat?

Sixteen-year-old McKenzy Honing says school makes him feel sick.

The grade 11 British Columbia high school student came home complaining of headaches and heart palpitations. "It felt like my heart was skipping beats," he said. But on the weekends?

"I'd start to get better. And by Sunday I'd start to feel normal."

Just a typical kid trying to get out of class? Maybe. But McKenzy's mom, Lynda Honing, doesn't think so.

She thinks her son's health is at risk. And she's just one of hundreds of concerned parents across the country speaking out against what they fear may be an invisible threat to their childrens' well being: Wi-Fi in schools.

Global News' current affairs program, 16:9 The Bigger Picture, wanted to find out just how much radiation laptops and routers in schools could be emitting.

So 16:9 asked Kavinder Dhillon, president of LabTest Certification Inc., to test radiation levels in a simulated typical, active wireless classroom.

The result? A reading of 113.8 microwatts – well below Health Canada's recommended threshold of 10 million microwatts.

Just outside the classroom in the hallway, the radiation reading near the router hit 2600 microwatts.

That's 20 times higher than inside the classroom. While it was still low by Health Canada standards, Dhillon expressed some discomfort. "The people who are in the industry, who are testing this," he told 16:9, "they feel this is a high level. This is very high."

16:9 investigated further with another test to see how a person might react in proximity to radiation levels Health Canada considers safe.

Professor Magda Havas, a Trent University environmental scientist, used a wireless computer and a router on an adult male subject who calls himself "electrically sensitive." In a blind test, Prof. Havas exposed him to microwave radiation at levels similar to those in an average wireless classroom.

She found the closer the router, the faster the subject's heart rate. Although the levels she used in the test were under Health Canada's limit, Prof. Havas has a theory that may explain her findings.

"Some percentage of the population is reacting to this microwave radiation," she said.

But could trading chalkboards for laptops make kids sick? 16:9 asked the Wi-Fi Alliance to comment on wireless products' possible health effects.

The Alliance responded with a written statement. "Wi-Fi technology meets all national and international safety requirements," it said, "and emits signals that are typically hundreds to thousands of times below the safety limits."

When 16:9 first asked Health Canada to respond to parents' concerns about WiFi, Beth Pieterson, a Health Canada representative said there was no reason to worry.

She told 16:9 the amount of radiation children experience in a typical wireless classroom is in no way responsible for the headaches, nausea and hyperactivity some kids say they experience.

"There's no scientific evidence," said Pieterson, "that those kinds of effects are caused by the energy limits the kids are exposed to by Wi-Fi."

Now, after 16:9's investigation aired, putting WiFi in the spotlight, Health Canada is promising to look at the potential health risks associated with WiFi exposure.

Early this month, the Health Committee made recommendations to parliament including an independent long-term study and the development of a process to receive and respond to reports of adverse reactions to radiofrequency electromagnetic radiation.

Dr. David Carpenter from Albany, New York, a world-renowned expert in environmental toxins, told 16:9 the evidence warrants a serious second look.

"The weight of the evidence demonstrates clearly that exposure to RF radiation causes disease," he said, adding, "the evidence is strongest for cancer."

While Canada races to go wireless, in other parts of the world, Wi-Fi has worn out its welcome. Herouville-St.Clair, France is the first municipality in the world to remove W-Fi from schools and public buildings.

Mayor Rudolphe Thomas told 16:9 he's not willing to gamble with childrens' health.

In other European countries, wireless technology is still prevalent, but it's increasingly treated with caution. In Germany, Wi-Fi is still in use but the government recommended children limit their exposure. And in Britain, some public schools independently decided to remove it altogether.

Here, the current precautions are few and the Wi-Fi hotspots are plenty. Parents like Honing are concerned we're sacrificing our kids' health for convenience.

She says she doesn't want to wait. She doesn't want her son to be an experiment. Dr. Carpenter shares her concern.

He told 16:9 it's time for Canada to stop turning a blind eye to Wi-Fi's possible risks. "You don't want to wait until you can count the bodies before you tell the public that there is a serious potential of harm," he said.

"And with regard to the issue of Wi-Fi in schools, this is exactly where we are."

A New York Township Panel Says No to Cell Phone Antenna Plan

The plan from a cell phone company was to install the antennas on Farimingdale Wantagh Jewish Center.

A Long Island township's appeals board has rejected a proposal to install six mobile phone antennas on the roof of a Jewish community center.  The plan from a cell phone company was to install the antennas on Farimingdale Wantagh Jewish Center.

They were rejected because the phone company could not prove the need to improve wireless coverage.

There was also a concern from residents, that property values would be lowered due to their close proximity to the phone antennas.

This is similar to a current situation in the UK, where residents are voicing concerns over the installation of phone masts over health and conservation issues.  It is unlikely that the application to install phone masts by two phone companies will be rejected in this case.

In Hempstead New York however, the Jewish community center remains antenna free.

There does seem to be a backlash against phone antennas, largely down to health, property values, and unsightly appearance.

Swedish Örebro studies on mobile phone use and risk for brain tumour re-analysed using the same methods as in Interphone:

Increased risk in both studies and the critique of Interphone is reinforced

The international WHO Interphone study was published in May 2010. The results showed an increased risk for malignant brain tumours (glioma) for the heaviest user of mobile phones, (1,640 hours or more in total). The studies on brain tumour risk from the Hardell-group at the University Hospital, Örebro, Sweden have been criticized for seemingly higher risk for mobile phone use than in other studies.

In a new analysis of the results from Örebro it is found that similar results as in Interphone are obtained if restriction of the material and methods is made according to the WHO study. The results are now published in International Journal of Epidemiology on Internet.

The WHO Interphone study included only persons diagnosed with brain tumour at the age of 30-59 years. Use of cordless desktop phones (DECT) was not assessed. Furthermore, the highest exposure group was restricted to persons who had used a mobile phone for 1,640 hours or more in total. That corresponds to only 30 minutes per day over a time period of 10 years.

On the contrary, the Örebro studies included patients with brain tumour aged 20-80 years. Use of cordless phone was surveyed as carefully as use of mobile phone. The group with highest exposure included persons who had used a mobile phone more than in Interphone; 2,000 hours or more.

The Örebro group has now in the new paper restricted the analysis to the criteria used in the WHO study. Only patients and control subjects aged 30-59 years were included, use of cordless phone was disregarded and highest exposure was limited to 1,640 hours or more. Thereby the risk for glioma was lowered from odds ratio (OR) 2.31 to OR 1.75 in the most exposed group. The corresponding result in Interphone was OR 1.41. Similar results were found in both studies for tumours in the most exposed area of the brain (the temporal lobe), but now it is Interphone that gives a higher risk, OR 1.87, compared with OR 1.46 in the Örebo study.

Besides similar results in both studies when the same criteria are used, this analysis confirms the critique of the Interphone study. The risk has been underestimated since persons aged 20-29 years and more than 60 years of age were excluded, use of cordless phones was not assessed and risk for the most exposed persons was not analysed.

In conclusion both studies showed a statistically significantly doubled risk for glioma at the same side as the mobile phone had been used for 1,640 hours or more; Örebro study OR 2.18, Interphone OR 1.96. Simlar results were thus obtained in both studies if the same criteria were used in the analysis, that is type of phone (only mobile), cumulative number of hours for use, age group, and anatomical localisation of the brain tumour compared with exposure to microwaves from the mobile phone.

Turbines under attack

Stephana Johnston is 80 years old and sleeps on her son's couch because she can't go home.

Every time she goes home she gets a "stuffiness" in her ears and a "buzzing" in her brain. Her home is on the north shore of Lake Erie and surrounded by 18 wind turbines. She's convinced they're the source of her troubles.

"I've been trying to sell for over a year, but no one wants to buy it. I can see every one of the turbines," she said.

Johnston was one of about 300 people at a meeting last night put on by West and East Perth Against Turbines (WEPAT) at the Arden Park Hotel. The group formed less than a month ago.

Dr. Robert McMurtry, former dean of medicine at the University of Western Ontario, said he thought wind turbines were a good idea and considered them for his Prince Edward County property until he began researching.

"There's no doubt in my mind people are suffering adverse health effects," he said. Symptoms presented at the meeting ranged from inner ear problems and sleep deprivation to heart problems, including hypertension.

One of the recurring concerns is the low frequency noise. Another issue is the "shadow flicker" caused by the revolving blades.

"It's very difficult to escape from, even if you close your eyes," said Carmen Krogh, former director with Health Canada.

Krogh did a "windvoice survey" to study the effects of the inaudible and audible noise on the body.

"We've moved from strong suspicions to there's no doubt people are adversely effected," she said.

She had "victim impact statements" from people around the world, including in Germany and Japan.

Before the meeting, local MPP and Environment Minister John Wilkinson said he would live near a wind turbine as long as it met the minimum requirements set out by the province.

A single wind turbine must be at least a distance of 550 metres away from where people live, sleep, pray, work or go to school. If there's more than one turbine, the distance is greater than 550- metres. McMurtry suggested the 550 metre distance is arbitrary. "We have searched far and wide and deep. It's a false claim. They can't say 550 metres is sound science. That claim can't be substantiated," he said.

Regulations also require wind turbines cannot have a noise level above 40 decibels, which is considered "background noise" by the World Health Organization, Wilkinson said.

Because the province regulates wind turbines, if they're noisier than 40 decibels, the province can shut them down, Wilkinson added.

The province gets advice from Dr. Arlene King, Ontario's chief medical officer of health.

"As long as (turbines) are a sufficient distance away and not exceeding the noise (limits), there's no evidence there's an effect on human health," Wilkinson said.

"Having said that, we are open to any new science."

McMurtry and Krogh both insist there's plenty of science to show there are negative consequences on the health of people around the turbines.

McMurtry also insists the onus of responsibility for proof is on the province to follow the precautionary principle. If there's the potential for harm, it's up to the government to show there is none, he said.

McMurtry was also critical of King's report. He said it was just a review of the literature that was previously published and it ignored any literature that raised alarms.

The final speaker of the night, Dave Collings had wind turbines on his farm property until last December when the lease expired.

"These things destroy your neighbourhood and your neighbours," he said.

Four houses around his property are empty now.

He also noted that there are no earthworms near wind turbines because of the sonic vibration and the ground currents generated by the turbines. "Dirty energy" or stray voltage from the lines substations is another factor making people sick, he said. He tests properties around the Ripley area.

He advised any farmers considering signing a lease to show it to a corporate lawyer because the leases favour the wind power companies, he said.

Wilkinson was invited to attend the meeting, but couldn't go because he's taken an oath that forbids him from attending public meetings, either for or against, projects he may later make a decision about, he said.

"A referee doesn't lace up his skates with any member of a hockey team before a game," he said. "We have to make decisions based on (a project's) merits or lack thereof."

His attendance at a public event could be interpreted as an endorsement of a certain side, he suggested.

While the debate continues, Johnston has offered her house up as a research centre for renewable energy and health.

Mobile phones 'harm blood cells'

Mobile phone radiation may damage cells by increasing the forces they exert on each other, scientists have said.

The finding could be the key to claims that mobile phones cause cancer and other health problems.

Swedish physicists looked at the effect of electromagnetic radiation on red blood cells using a mathematical theory, New Scientist reported.

Experts cautioned that the finding was theoretical and said there was no evidence of a danger to health.

There have been suggestions that mobile phones can cause brain tumours and Alzheimer's disease, but research has been inconclusive.

The conventional view has been that radio waves could only damage a cell if they were energetic enough to break chemical bonds or "cook" tissue.

But radiation given off by mobile phone handsets is too weak to do this.

Bo Sernelius at Linkoping University, Sweden, looked at another possibility by modelling the properties of red blood cells.

Water molecules have poles of positive and negative charge which create forces between cells. These forces are normally extremely weak - about a billion-billionth of a newton.

Mathematical

The simplified mathematical model investigated the effect of electromagnetic radiation in the field of 850 megahertz on the blood cells.

850 megahertz is around the range used by some mobile phones, though different networks vary and some phones use around 1800 megahertz.

The molecules all ended up with their poles aligned in the same direction. The forces between the cells unexpectedly jumped by about 11 orders of magnitude.

If confirmed by experiments, the results could give an explanation for tissue damage. Stronger attractive forces between cells might make them clump together or cause blood cells to contract, New Scientist said.

Katie Daniel, deputy editor of the journal Physical Chemistry Chemical Physics, said the finding was important.

"It highlights the idea that electromagnetic radiation might act on cells by affecting the attractive forces between them rather than simply causing heat damage to tissue," she said.

Camelia Gabriel, from King's College London, who is taking part in the Mobile Telecommunications and Health Research Programme funded by the Government, said the theory was feasible.

But she said the model was extremely simple and may not apply to larger numbers of cells.

"It needs to be tested experimentally," she said.

Dr Michael Clark at the National Radiological Protection Board said: "It is an interesting theory but it is not evidence of an effect on cells or a real health effect. I don't think the author would claim it was."

Recent reviews of the science had not shown there was a danger to health from using mobile phones, he said.

"There is presently no evidence of cancer or any other serious health effect. It is so far so good, but it is early days of course," said Dr Clark.

"The widespread use of mobile phones is a relatively recent phenomenon, particularly by children."

HOBART City Council aldermen hope to talk to electromagnetic radiation expert Don Maisch about high-voltage powerlines near residential developments.

Two motions on the subject were carried unanimously at last night's council meeting.

The council referred a proposal for a 114-lot housing development to a planning tribunal after aldermen raised concerns about risks of living near high-voltage lines.

After talking with Mr Maisch, the council will decide whether to enter into mediation with the proponent rather than go to a tribunal hearing.

Aldermen referred to studies that show Tasmanian adults who lived within 300m of a powerline in their first 15 years had triple the risk of developing lymphoproliferative or myeloproliferative disorders, including Hodgkin's and non-Hodgkin's lymphoma, multiple myeloma and several leukaemias.

Ald Ron Christie said transmission lines emit two types of fields -- electric and magnetic.

"It is proven that electromagnetic fields interact with animal tissue, and are potentially dangerous," he said.

He said there was evidence that even momentary exposure to extremely low frequency electromagnetic fields increase, by a factor of five, the chances of a woman having an abortion in the first 10 weeks of pregnancy.

"There is also evidence that shows these fields are associated with other diseases like leukaemia in children," he said.

The 114-lot development spans land in both the Hobart and Glenorchy municipalities.

Glenorchy council has given approval for the development of 50 lots in its municipality, provided the developer meets 40 conditions.

Development cannot start on the Glenorchy sites until the Hobart City Council approves development of sites in its area.

Electromagnetic radiation from mobile phone masts and wifi internet is having a negative effect on trees, according to various newspapers, quoting research by Wageningen University.

The reports say researchers subjected 20 ash trees to emissions from six wifi access points over a three-month period and found that the leaves closest to the source withered and fell off. Sweet corn subjected to the same emissions failed to grow properly.

The research was reportedly set up after officials from Alphen aan den Rijn council noticed strange markings and growth patterns on trees in the town, which were not due to a virus or bacterium.

Further research showed that the symptoms, which include strange growths, are prevalent all over the western world. Some 70% of trees in Dutch urban areas have the symptoms, compared with just 10% five years ago when Alphen officials noticed them, the papers said.

Doubts

The TNO institute, linked in some reports to the research, said in a statement it specifically distanced itself from the project.

A TNO researcher was involved in several discussions during the project but the organisation 'emphatically distances itself from the conclusions about the relationship between wifi and plant growth', the statement said.

There are no details about the research on the Wageningen University website.

Research risks of cellphone towers before it's too late

On Monday morning, Janice Evans looked out from her east Vancouver home and saw a cellphone tower only a few steps away from her property line and rising nearly 50 metres in the air.

She couldn't believe her eyes. Evans, her family and neighbours were never consulted, never told that soon they'd be living in the tower's shadow and within range of the low-level electromagnetic radiation that it emits.

"My biggest concern and what the public needs to know is that this [cellphone] field is completely lawless," Evans said. "They can put up a tower anywhere they want to and they're not bound by any city regulation. I can't build a deck on my house without a permit, but they can build a tower."

The City of Vancouver routinely grants permits without requiring neighbourhood consultation if the tower doesn't exceed the zoning height restriction or block protected views. What it doesn't do is keep track of how many permits have been granted; even how many towers exist is unknown.

Industry Canada regulates the towers. But it doesn't require community consultation if towers are below 50 metres, like the one near Evans's home.

In an e-mail, Sara Holland of Rogers Communications, which owns the tower, said the company followed all of Industry Canada's requirements. It's tried to minimize the tower's appearance by painting it dark green like city utility poles and it has a covered top to hide the antennas.

She added that all of Rogers's towers comply with Health Canada's radio-frequency radiation (RFR) standards.

That's no consolation to Evans and her husband, Kelly Warren, who describe the tower as ugly, out of character with the residential neighbourhood and taller than a nearby apartment building.

They're worried that its construction has decreased their property value.

More importantly, they're worried about the health effects.

They're far from alone, despite placating words from the cellphone industry and national and local health authorities.

But a report written by two Americans and released earlier this month on the National Research Council's website said research lags so far behind the furious pace of construction that immediate funding ought to be made available to do that work.

Blake Levitt and Henry Lai wrote that the public in many countries including Canada doesn't have confidence in the existing health standards or the siting requirements for towers.

They note the significant change in cellular phone technology over the past 20 years.

Initially, the systems used longer wavelengths and required infrastructure every eight to 10 miles (13 to 16 kilometres). Now with "digital personal communications systems" that can transmit and receive photos, music and video, towers and antenna are required every one to three miles (1.6 to 4.8 kilometres).

In real terms that means in the United States, there are already more than 250,000 cell sites with thousands of pending applications for more. The report has no corresponding Canadian statistics.

Americans can understand what that means on a micro-level by plugging their addresses into a website ( www.antennasearch.com) to find the number of towers and antennas within a three-or four-mile (five-to 6.5-kilometre radius) radius of their homes.

I plugged in two friends' addresses. Within a 6.5-kilometre radius of the address in Palm Springs, Calif., there are 82 towers, one pending application for a tower and 299 antennas. Within a five-kilometre radius of the address in Portland, Ore., there are 92 towers, one pending tower application and 659 antennas.

Why worry? Levitt and Lai said the only epidemiological research on radio-frequency radiation emissions is "sparse and contradictory." They note it's difficult to quantify exposure because of the amount of RFR from myriad personal consumer products.

But they note that current safety standards are based on the thermal effects of RFRs -- the ability to heat tissue -- but not on subtler, non-thermal effects.

Further, they note that existing research doesn't account for the specific absorption rate.

Research on cellphone radiation, for example, suggests children may be more susceptible to damage. Levitt and Lai concluded that "the same can be presumed for proximity to towers, even though the exposure will be lower from towers under most circumstances than from cellphones."

There's more.

The authors noted that tower emission standards were based on studies of full-body exposures averaged over a short duration (only minutes) and not on the kind of long-term, low-level exposures experienced by people living or working near transmission facilities.

That, they concluded, "raises real questions about the basic validity of predicting specific absorption rates in real-life exposure situations or compliance to guidelines ... at least when one is very close to an antenna."

It may be that there is no grave risk. But we need that research to be done as quickly as possible.

And, even then, it may just be that people are so addicted to the wireless world that they're willing to live with the risk, regardless of how high it is.

A "large bulk" of scientific evidence shows exposure to electro-magnetic fields (EMF) from mobile phones does not cause cancer, although not enough long-term data is available to rule out the risk conclusively, Lloyd's of London says in a November 2010 report, Electro-Magnetic Fields From Mobile Phones: Recent Developments.

The report likens insurers' exposure to EMF from cell phones to insurers' exposure to asbestos.

"The comparison here with [asbestos and] EMF is obvious," the report notes. "If [EMF] is proven to cause cancer, then the injuries may not become clear until many years after the exposure due to similarly long latency periods.

The danger with EMF is that, like asbestos, the exposure insurers face is underestimated and could grow exponentially and be with us for many years."

The report cites an estimate that product liability cases related to asbestos exposure in the United Kingdom market would amount to £8 billion pounds between 2009 and 2040. This is double an initial estimate of £4 billion over the same period.

"With regards to the implication to insurance, as the current scientific evidence stands, it is unlikely that insurers will be liable for compensation for bodily injury on product liability policies," the report says. "However, as asbestos has shown, new scientific developments coupled with a small number of key legal cases can change the situation very rapidly."

In particular, more research needs to be done on the effects of EMF on children, the report says.

The report notes EMF cases would differ from asbestos cases in terms of apportioning liability.

"Although if it is proved that EMF does cause cancer, the problem of apportioning liability due to different cell phones used at different times will be similar to the difficulties witnessed in determining which company was responsible for the injury caused by asbestos," the report says. "However the situation is more complex with EMF than asbestos."

For example, whereas mesothelioma can, as a rule of thumb, only be caused by asbestos exposure, brain cancer can be caused by variables unrelated to EMF, and some of which are unknown.

Schools – Wired or Wireless?

As a long-time principal of an independent school, I see the health and safety of our children as a non-negotiable responsibility.

As technology contributes to ever-changing environmental influences, it's often a challenge to stay informed to the degree required to protect ourselves, and particularly our vulnerable children. I was therefore very appreciative of the information provided by "Citizens for Safe Technology".

Although there is far from universal agreement as to the dangers of wireless technology, and there are many with vested interests in its continued use, evidence of its harmful effects is extensive and widespread. The default position must therefore be on the side of safety. One wouldn't consider using a chemical substance without knowing for absolute certainty that it could cause no harm, even if many people considered it safe and it had many benefits. By the same token, the benefits of wireless technology cannot be responsibly utilized when there is any evidence of harm, let alone the overwhelming information we now have of potential damage.

Changes in complex systems, such as the public school system, can be dangerously slow. I'm grateful that I had the autonomy to make the right decision for our students. On educating myself through the information provided me, I immediately removed all wireless technology from our school and banned the use of cell phones within our building. It was not a major change to hard-wire all computers. In our older classes, every child has a laptop, which connects to the internet through one of several hard-wired internet collections. We have advanced technology without any of the dangers of wireless radiowaves.

I am happy to discuss this decision with anyone who may be interested.

As a sufferer of electro hypersensitivity, any increase in unseen traffic through the airwaves makes her skin burn.

Putting it simply, Margaret says she's allergic to electricity.

But mobile phone waves and broadband wireless networks all combine to make Margaret’s life a misery, so much so that she's had to move house 34 times in the last 16 years; can't live in the marital home with her husband of 42 years, Richard; and is in constant pain.

A nurse by profession, Margaret's troubles only started when she was 54. She can practically pinpoint the date.

'Electricity leaked at a supply pole going into my home. I could hear it,' she said, adding that she started to experience a burning sensation in her skin, pains in her head and ear, facial pains and dried out eyes. She even had to have the black fillings taken out of her teeth because they attracted electricity and made her jaws rattle.

'A year after that electricity leaked, I started getting the pains,' she said, adding that to this day she cannot wear jewellery, and has to summon every bit of strength in her being to do simple tasks like grocery shopping.

'On December 23, 1995, I left home. I had to go, the pain was so bad,' she said, adding that she rented a mobile home. Later, her son Ultan built her a timber, Scandanavian-style residence between Tenacre and Bridgetown, which suited her needs perfectly at the time, but the electricity-free life only lasted a while.

'I took up residence there in June 1997, and it was grand for about ten months,' she said, but then mobile phone antennae started sprouting up across the countryside.

'Every time power increases, or broadband is set up, I can feel it,' she said.

'I have moved 34 times in the last 16 years,' she said, adding that for a short time she found solace in rented accommodation in Curracloe.

Currently Margaret is staying at her sister's, but expects that she will have to move on again soon.

' This has destroyed my life, my career,' she said, adding that she has turned to kinieslogists and other alternative healers for help - but still finds the pain intolerable at times.

She's been in touch with Green Party TDs Mary White and John Gormley, and has met with the Minister for the Environment. ' The only solution for me is to get these rays out of my home.

I can't see that happening.'

Distributed Antenna System (DAS)

Please take action and tell your town, state, and federal officials that you do not want microwave radiation emitting devices outside your child's bedroom window, their school, or your local shopping center.  Go to your local town council meeting, inform your neighbors, get involved and forward this to everyone you know. Enough is enough!

You may not have noticed but there are cell antennas going up in residential neighborhoods all over Rhode Island, maybe even on your street. They hang discretely from ordinary utility wires and unless you're looking for them you'd probably never notice them.  Because I have Multiple Chemical Sensitivity, which includes severe sensitivity to electromagnetic radiation, I recently purchased a radiation detector. I'd checked all the areas I normally travel to in town in order to avoid things like cell towers and Wi-Fi.  But recently I'd been feeling worse than usual despite the precautions I take and I wanted to know why.  I turned my meter on to recheck the area, and was shocked to find a microwave transmitting device had been installed right on the corner of my street.  Then I began finding them all over town.

The units going up all over my neighborhood are a new type of cell antenna and box called a Distributed Antenna System (DAS) that emits radiation for 800 feet in all directions. They are basically cylindrical-shaped black boxes--repeaters that push wireless signals through the areas between cell towers. 

There appears to be a mad rush by industry to get these antennas installed as quickly as possible, and I suspect this is because the general public is starting to get savvy about the dangers. There is good reason to be concerned when high-powered microwave transmitters are literally placed outside people's bedroom windows and near our public schools and shopping centers.

This is a particularly dangerous and life-threatening situation for people like me, and those with chronic health issues, pregnant women, children, and the elderly are also at greater risk. At this point I cannot safely take a walk on my street, go to the bank, visit my doctor, go to the grocery store, or pick up my child from school without being exposed to dangerous levels of radiation. I have been experiencing headaches, dizziness, disorientation, nausea, insomnia, muscle aches, weakness, and burning eyes, throat, and skin every time I am exposed to these DAS units.

Most people living and working in close proximity to these antennas have no idea these devices have been installed, what they are, or that they're being exposed to dangerous levels of microwave radiation right in their own homes or while on the job. Many are already sick, but don't realize the source of their illness. The danger of radiation is that you cannot see it, hear it, or smell it. People with MCS/ES can literally feel the effects of radiation on their skin, but most people cannot. This puts the general public at an extreme disadvantage with regard to recognizing the hazards because many of the symptoms they do experience are also common to the flu.

Doctors in the U.S. are not typically trained to recognize the signs of radiation poisoning (in other countries they are). With chronic exposure these symptoms might eventually be misdiagnosed as Chronic Fatigue, Fibromyalgia, or Lyme Disease. Cognitive and neurological symptoms can lead to anxiety, ADHD, and insomnia.

If not removed from the source of radiation or with repeated exposures, one can develop autoimmune or neurodegenerative diseases, cancer, or leukemia.

So look out your bedroom window. Scan the parking lot where you shop, the streets where you're typically stuck in traffic, and your child's busstop and play areas. Do you see something hanging from the utility wire or a pole in the parking lot that you never noticed before?   Most people assume that federal authorities are protecting us from any potential danger with regard to radiation-emitting devices, but this simply isn't true.  Scientists around the world are warning that existing radiation standards are completely inadequate to protect public health because they are not biologically-based. So in effect, the telecom industry is completely unregulated and that is putting your health and your children's health at risk.

This is a public health crisis of exponential proportions that is playing out in communities all across this country. Livestock Lawsuit: Dairy farm gets millions for shocked cows

GRANT COUNTY, WISCONSIN -- A dairy farming family says underground currents from old power lines killed hundreds of their cows and sank milk production. Tuesday, a Grant County, Wisconsin jury agreed, awarding the Bollant family $5 million in damages to be paid out by Scenic Rivers Energy Cooperative.

A few years ago when the costly trouble was seemingly unending, Steve Bollant says he and his brother Tommy were ready to give up the family dairy business.

"I was done. I was not doing it anymore. I just couldn't take it anymore," Steve Bollant said. "It was just a plain nightmare is what it was."

The Bollant family started farming more than a century ago, going into dairy in 1956. Bollant notes the family has been recognized for top-notch farming, even winning awards for milk quality from the company they sell to.

That's why he says he was bewildered when big problems started in 2002 when they moved cows into a new barn.

"It was just unbelievable. We lost hundreds of cows. Hundreds of cows, and milk. We'd dump milk down the drain for bad milk, and the veterinarian bills were anywhere from 12,000 to 17,000 some months," Bollant said.

The barn was built near decades-old Scenic Rivers Co-op power lines. Christopher Strombaugh, one of the Bollant family's attorneys, says the lines dated back to the 1930s and the New Deal program to bring power to rural areas (the Rural Electrification Act).

The Bollants had heard of electricity causing problems for farmers. They hired experts who found stray voltage was going into the ground, instead of completing a circuit. They also called the co-op.

"We had Scenic Rivers come out and test. They said we didn't have a problem, but then our guys say, putting it in the ground, 96% going in the ground, and was coming right through our barn."

Eventually, the co-op did replace the lines, but a couple years after that, Strombaugh says the co-op incorrectly installed a meter on one of the poles near the barn, again sending electricity through the ground.

The Bollants say the animals were getting hurt, dying, and weren't able to produce milk. They also say they and other workers were in pain as well (though Strombaugh says the jury wasn't able to hear any testimony about it).

"Our feet would hurt so bad, and we'd go home and take showers and our feet would just burn," Bollant said

In 2008, the meter problem was fixed and the stray currents stopped going through the barn. Bollant says since then, his more than 500 cows are healthy and have nearly doubled their daily milk production. The farm is now producing more than a semi load of milk each day.

"Just night and day's difference. You just can't believe it."

The Bollants say they didn't want to take the issue to court and were hesitant to file a lawsuit. But Steve Bollant said the money lost was getting to be too much, and that this problem happens at other farms, so he wanted to stand up for all of them.

"This is our family life, our family farm, and we lost all these cows and you know, somebody, we had to stand up for it," Bollant said.

Strombaugh calls this verdict "a drop in the bucket" because there is no program to replace the old power lines running through rural areas. He says other farmers undoubtedly face the same problems with various energy companies.

Co-op officials say they respect the jury's decision, but they maintain their employees did the tests they were trained to do by the USDA and State Public Service Commission.. The co-op says it is considering an appeal.

Oprah challenges motorists to go a day without using their cellphones

TORONTO, Ont. - Friday is the first national "No Phone Zone" day.

It is a day to honour those who have been killed by distracted driving and to encourage people not to talk or text while behind the wheel.

It's part of Oprah Winfrey's "No Phone Zone" campaign, which police have embraced even here in Toronto.

Sgt. Tim Burrows, with Toronto Traffic Services, said there have been too many cases where drivers have been involved in serious crashes while on their cells.

"[...] There are people dying on our roadways, people are injured with lifetime disabilities because of the fact that people are distracted by the use of a cellphone within a car," he told 680News.

He said he would like to see more Torontonians join the movement.

"Try it for one day. [If] you don't have a cellphone in the car with you, you're not tempted to text, type or talk. Just put it away. We know it's against the law in Ontario - but let's do one more step and take the initiative to sign the pledge to make your car a "No Phone Zone."

Burrows added that since February 1 Toronto police have charged over 3,000 motorists for using their phones.

Ten Contributions to Future Scenario Thinking about the Evolution of the EMF Debate

As one of the co-founders of CHE-EMF, I have followed the evolution of the great science, policy and media EMF debate with considerable interest.

As a non-specialist, the best way I have found to stay updated, along with reading CHE-EMF postings, is to visit Louis Slesin's brilliant website Microwave News.

In what follows, I offer ten contributions to future scenario thinking about current developments in the EMF debate and their potential significance over the coming decades. Anyone who studies future scenario developments knows how intrinsically perilous this kind of work is. Future scenarios are almost always wrong. The benefit of constructing them is that they can clarify our thinking about the significance of current and future trends at the interface of science and policy.

1. CURRENT:
First and most important, the issue of cell phones and health is no longer ignored by mainstream US media. That is an important breakthrough (a) in itself, (b) because it gives consumers the capacity to make safer choices based on their own risk appraisals, and (c) because in the long run it may lead to better research, better policies, and market shifts as manufacturers respond to consumer concerns and market opportunities.

2. CURRENT:
There is growing interest in EMF the academic and non-profit communities. When CHE-EMF started, a very small number of academics, NGOs and advocates were actively engaged with EMF. The number of key players has significantly increased in the NGO and academic community. While differences in perspective naturally exist among the key players, the cumulative net effect of more powerful key advocates is very beneficial for the field.

3. FUTURE:
As the media, academic, and non-profit constituencies concerned with EMF dangers increase their visibility and reach, these developments force industry, regulatory, and mainstream health constituencies that claim there is no health risk to up their game as well. Blanket denials of risk no longer suffice. The debate tends to become more granular as mainstream media, sensing a major story, does a better job of pressing both advocates and defenders of EMF to explain their positions. A more granular debate necessarily increases attention to the science. Increased attention to the science necessarily leads to better understanding of the structure of industry support for science and its implications. Likewise, loose and scientifically irresponsible positions by those concerned with EMF dangers become more vulnerable. The granularity of the debate, over time, favors more scientifically grounded arguments on both sides. The well known "sieve" model of such debates usually characterizes the outcome, in which initially widely disparate positions are forced, as the debate becomes more granular, into a narrower "sieve" that generates a broader consensus on science and policy outcomes. That does not mean the outcome will be "right" from any single perspective. But it describes what may be likely to happen.

4. CURRENT:
The fact that The BioInitiative played a key role in alerting European governments to EMF risks — in a culture more disposed to see those risks in the first place — created a beneficial international comparison, much as European REACH legislation did in the chemical arena. The BioInitiative gathered some of the best science in the world on EMF issues (in my humble opinion as a lay person) and seized the scientific high ground in a way that European governments seized on to issue precautionary warnings on cell phones and health. Cindy Sage and Nancy Evans of The BioIntiative (also co-coordinator of CHE-EMF), Ken Cook and his colleagues at Environmental Working Group, Devra Lee Davis, Ronald Herberman (Director Emeritus of the University of Pittburgh Cancer Institute) and David Servan Schreiber in France are among those making major contributions to the evolution of the EMF debate. Many more contributors could be cited.

5. FUTURE:
All of this means, in my view, that the EMF debate has shifted both quantitatively (more debate) and qualitatively (gradually improved debate) as media, academics, nonprofits and independent advocates amplify their critiques of health risks, and industry, government and mainstream health groups begin to respond. Over the next five years, we can anticipate that some of the mainstream health groups will begin to move away from unqualified support of industry (there are early signs of this movement already). The mainstream health groups have relatively little vested interest in supporting industry, other than their generally conservative views on the role of the environment in health. Industry may seek to invest in support for health groups as a way of delaying the trend, but over time, assuming the science continues to go in the direction it is headed, toward substantiating a wise array of health risks, the health groups will have little choice but to recognize the concerns.

6. FUTURE:
As media, advocacy, and health concerns are better established, look for key industry segments to break away to market to those with health concerns. Look for key media personalities to establish EMF as a major concern.

Look for key political figures to seize on EMF (some already have) and make it an ongoing part of their profile. Look for key labor groups including fire fighters, policy, military veterans, and others exposed to intense EMF environments to voice increasing concerns with their risks. Above all, look for a widening awareness across the US and around the world of EMF health concerns driven by people who (rightly or wrongly) attribute some of their health concerns to EMF exposures. This combination of media, advocacy, science, health, labor, political and widespread public concern makes it highly likely that EMF concerns — which have now achieved lift-off in the major media, will continue on a sharpening upward trajectory over the next decade. Unfortunately, there has been very little philanthropic or governmental support for independent scientific research and responsible policy advocacy to date. But as these other trends sharpen, philanthropic support for science, policy and advocacy may grow.

7. FUTURE:
At the same time, the installed industrial EMF base will continue to grow and the cost of shifting to less harmful technologies will continue to grow. Moreover, other environmental and non-environmental threats — climate, chemical, biotechnology, nanotechnology, infectious diseases, nuclear developments, economic developments, and the like — may relativize perception of the size of the risk. Industry will do all it can to cede scientific ground as slowly as possible. So even if there is an epidemic of brain cancers (for example), industry will switch to recommending ear buds or other ameliorative approaches. And if the background noise of other threats is loud enough, those concerned with health effects of EMF may ultimately win the scientific battle but lose the exposure war. Israel is a perfect example: many scientists and Israelis with scientific understanding have strong concerns about EMF exposures, but competing security concerns relativize perceptions of the EMF risk and reduce demand for action.

8. FUTURE:
A key question is whether the full scope of EMF health effects on a systemic level is recognized earlier or later in the evolution of the debate. Generally, it appears that systemic effects will be well demonstrated in lab and animal research, but the strong innate scientific conservatism that opposes generalization from these data to humans may block or marginalize societal and scientific awareness of systemic concerns. A second factor that makes recognition of systemic effects so difficult is that these effects interact with chemical contaminants and many other factors. EMF sensitivity, like chemical sensitivity (and in fact the two overlap) is a lead factor in awareness of human systemic effects, but is likely to suffer the same fate of marginalization that chemical sensitivity has suffered for decades.

9. FOUR SCENARIOS:
James McNeil of the Brundtland Commission once told me there were 4 possible futures: business as usual, descent into chaos, achieving sustainability, or becoming artificial people on an artificial planet. The truth is the real future is not one of these four but a constant negotiation for market share among all four futures. To some degree, business as usual continues. To some degree we descend into chaos. To some degree we move toward sustainability.

And unquestionably we are becoming artificial people on an artificial planet. Those of us concerned with the environment and health are doing all we can to move the sustainability index upward. EMF is one of a dozen major areas in which we are making that effort.

10. SUMMARY:
In summary, these hypotheses suggest one possible future in which those of us concerned with the impact of EMF on health ultimately win the scientific debate. The scientific affirmation may come by 2015 (to pick a plausible date) as mainstream media interest increases, media stars make this their issue, industry players market to those with health concerns, key politicians join the fray (like Arlen Specter), labor expresses concerns, mainstream health groups move away from blanket denials of health concerns, new scientific studies are released into a prepared and concerned media environment, and more and more people experience what they believe to be health effects, and Europe and other regions heighten their policy and consumer response to EMF concerns. At the same time industry will fight a delaying action to discredit, discount and deny the science for as long as possible as installed infrastructure and product streams are developed. Virtually all industries under attack take this approach.

The purpose of these future scenario notes is not to ignite an advocacy debate on CHE-EMF (which is never our purpose). It is rather to frame an awareness of the context in which we continue to work to understand the emerging science on EMF and to sustain a dialogue of science and civility.  I welcome comments that contribute to our deeper understanding of the present and future context of our science dialogue.

Report on School Safety: Wakeup Call on Possible Cell Tower Danger

WASHINGTON, D.C. – There is new evidence it's not just cell phones that might harm children's health, but the invisible radiation from cell towers and antennas sited near schools across the country. A four-year study released today (Wednesday) ranks children's potential exposure to radiation at more than 6,000 schools in U.S. state capitols. Dr. Magda Havas, author of the "BRAG Antenna Ranking of Schools," says many cell antennas are located too close to schools.

"In some states, for example, there's more than 100 antennas within a quarter-mile of the school. Now, that's very high levels of radiation."

Many regulatory bodies take the position that radiation is harmless unless it is powerful enough to heat tissues, such as in a microwave oven. Havas, a professor of environmental and resources studies at Canada's Trent University, says her research indicates daily exposure to such radiation (called non-ionizing) increases the risk of developing cancerous tumors and other serious health problems.

"Things like difficulty sleeping, chronic fatigue, chronic pain, headaches, and problems with cognition, both in terms of concentrating and in recall."

The report recommends the Federal Communications Commission require wireless towers be kept at least 1,500 feet away from schools. In the past, citizen and community protests against siting antennas close to schools have been stymied by a provision of the Telecom Act of 1996 which limits state and local governments' ability to consider health or environmental concerns in the siting of wireless infrastructure.

The report also allows parents to look up information about their children's school, if they live in a state capitol. Havas says few people are aware of the danger, and she believes it is vital to get the word out.
"This is something that parents need to know about, teachers need to know about, and school administrators need to know about."

Jim Turner, chairman of Citizens for Health in Washington, D.C., says previous studies have considered only short-term radiation exposure – while children in schools near antennas are being exposed all day long.
"You start with a vulnerable immune system and you start dropping this daily for ten or 15 or 20 years, and you can end up with very serious problems in the long run."
