LAKEPORT -- The Lake County Board of Supervisors (BOS) Tuesday approved a temporary moratorium on SmartMeter installation in the unincorporated parts of Lake County after a spirited hour-long public hearing on the PG&E device.

The BOS voted 4-0 to enact the urgency measure effective immediately; along with supporting an amended letter to state legislators in favor of an "opt out" assembly bill and directing county counsel pursue the possibility of injunctive action.

District 3 Supervisor Denise Rushing recused herself, citing that she is involved with a small engineering consortium that bid on a PG&E contract, unrelated to SmartMeters, and that bid process has not been resolved. The Record-Bee incorrectly reported the reason Rushing recused herself from the March 1 BOS SmartMeters discussion.

Tuesday's SmartMeters hearing began with two PG&E representatives discussing the installation program and increased educational efforts the company has taken locally in recent weeks. PG&E has added six additional educational centers and supplied local offices with more distributable information about the program, according to the representatives.

The SmartMeter is a device that would help PG&E and customers better track individual energy use, according to the company.

PG&E has nearly completed SmartMeter installation statewide, having worked north from southern California, according to the representatives. PG&E has installed more than 39,000 devices

Dog electrocuted in downtown Toronto

A dog has been electrocuted and another was shocked and injured after walking on a downtown light standard that had wires exposed.

The incident happened Friday afternoon near Queen Street and Parliament Street.

Jeff McCulloch's dog was killed. He could barely contain his emotions when talking about the incident.

"My wife was just walking the dog, like she does every day," he said.

Police say a manhole cover was charged with electricity, which then transfered to the dogs, killing them.

A police officer attending the scene was also zapped when she touched one of the dogs' metal collar. She was taken to hospital but was released.

Toronto Hydro and TTC crews were brought in to investigate, and late Friday evening, it was determined the TTC was at fault. Electricity from the wiring that powers the TTC's streetcars in the area is being blamed.

"The span wire was touching the pole," said TTC spokesman Brad Ross. "The rain may have helped that, in terms of conducting the metal pole and the electricity ran down to the sidewalk."

After several hours on the scene, Toronto Hydro workers were able to "de-energize" the corner, meaning that electricity is no longer flowing through the pole and that the area is safe.

It's not soon enough for McCulloch.

"This is 100 per cent utter neglect," he said.

Taryn Grieder's dog was also shocked, but was able to withstand the jolt and survive.

"It was so scary," she said. "I guess he stepped on a manhole cover and he just collapsed and started making this terrible sound."

Grieder's dog, Bender, is now recovering after receiving veterinary help. But Grieder said the scare is still fresh in his mind.

"He seems super happy," she said. "But when I tried to take him back to the place where it happened, we couldn't get within 100 metres. He wouldn't go close to it. He seems shaken."

Varian and Stanford scientists receive $3.6M NIH grant to develop advanced imaging technology

"Scientists from Stanford University and from the Ginzton Technology Center at Varian Medical Systems have jointly received a $3.6 million five-year research grant from the U.S. National Institutes of Health (NIH) to develop advanced imaging technology for improving the quality of CT images for patients with metal objects in their bodies such as hip implants and dental fillings."

Open letter to the Chief Medical Officer of Health

I write to you as a concerned scientist who has studied the harmful effects of electrosmog for more than 15 years.  Attached is an open letter than I am sending to the Chief Medical Officer of Health in each province.  It concerns the health of children in schools that are installing WiFi or considering the installation of WiFi.  

Please read the brief 2 page letter attached.  If you have any questions or comments I would be pleased to respond.  Ideally I would like to have an open dialogue with each and every one of you about this serious matter.  Would it be possible for me to present some of the scientific information at an annual meeting of MOHs or does this not happen?

The CBC has run stories on parents groups who are concerned about the possible health effects of WIFI in elementary schools. Individual reports of increased heart rate and headaches, from parents and from the children themselves, are are concerning – but intuitively one wishes to trust Health Canada who dismiss the complaints as subjective. The peer reviewed literature, according to Health Canada, overwhelmingly confirms that the thermal effects of WIFI are negligible, and that no causal relation has been found between those thermal effects and any health problems.

The fact that scientists remain opposed to a scientific consensus is not a reason to distrust the consensus - if this were true, the presence of a single reputable climate denier in the peer reviewed literature would be a reason to refrain from belief in global warming. However, there are two reasons why the wifi case is different from climate denial. First: the precautionary principle runs in the opposite direction – whereas a slight doubt that human Co2 output will threaten the survival of the species is not a good reason to take action to stop Co2 emissions, a significant doubt that wifi causes health problems in children is not a good reason to take cheap and easy action to limit children's exposure to wifi. Second, there is a structural bias behind Health Canada's appraisal of the research into the effects of small levels of microwave radiation. This surprising claim comes from a study by Leo P. Inglis,surveyed here by Magda Havas, surveying the literature on microwave radiation's health effects:

"In the U.S., the thermal effects are generally believed to be the only ones of significance; other contentions are usually dismissed as lacking a provable basis.  In the USSR, non-thermal effects are considered the most significant and are overwhelmingly the ones most studied."

This indicates a structural difference between scientific assumptions in US and USSR have swayed the directions of research, determined which studies got funding, what students took interest in, etc… This claim undercuts Health Canada's statements which concern only the thermal effects of microwave radiation – if non thermal effects exist, Health Canada is not even looking for them.

Significant differences in the direction of scientific research between closed off communities are expected by constructivists like Kuhn, who believes that the basic assumptions of a scientific community are determined by the appearance of fruitfulness in future research rather than through normal scientific inquiry itself. In the past I have taken interest in Scientific research done under the Nazi regime, and research done in secrecy for the US military during the cold war. Such research programs demonstrate the power of dollars over freedom – how a research program, even when the researchers are cut off from their peers – can make tremendous strides if given a set of goals and unlimited resources. This gulf between Soviet and American research is an example of the opposite, and much less controversial hypothesis: that a lack of democracy is harmful for scientific research. The lack of proper collaboration between American and Soviet researchers into the effects of microwave radiation allowed Soviet research to ignore the importance of thermal effects, whereas the converse allowed US scientists and regulators to ignore the importance of non-thermal effects.

So, while the Bio-Initiative report is rejected by Health Canada as not being in conformity with the scientific consensus, it might not be rejected by Health Moscow. For example, whereas in 2008 and 2009 Health Canada continued to hold that there was no evidence that cell phone use could have any health effects, the Russian Naitonal Committee on non-ionizing ratiation protection made this statement about risks posed to children's health by cell phone radiation (similar to WIFI, but much stronger)

Potential risk for the children's health is very high:

─ the absorption of the electromagnetic energy in a child's head is considerably higher than that in

the head of an adult (children's brain has higher conductivity, smaller size, thin skull bones,

smaller distance from the antenna etc.);

─ children's organism has more sensitivity to the EMF, than the adult's;

─ children's brain has higher sensitivity to the accumulation of the adverse effects under

conditions of chronic exposure to the EMF;

─ EMF affects the formation of the process of the higher nervous activity;

─ today's children will spend essentially longer time using mobile phones, than today's adults will.

Health Canada continues to hold that the risks from cell phone use do not include any of the risks advised by Russian, British, German, Belgian, Israeli, and Indian health agencies.

The basic question boils down to this: is it up to skeptics to prove that electronic devices are unsafe, or is it up to corporations trying to expand their markets by creating new needs to prove they are safe? If you ask Health Canada – the onus is on scientists to prove that a risk can be statistically proven, i.e. people must already have been hurt by the product. In other words – should the precautionary principle be applied to new electronic devices as it is to new medicine?

Dairy in Wisconsin

Is new technology going to end dairy farming in the United States and Canada?

During a recent trip to Wisconsin, Peter Webb, nutritionist, with 20 years of experience in finding solutions for electro pollution, surveyed 4 farms per day, altogether 12 herds, ranging from 200 to 600 milking cows, at the request of farmers, electricians, veterinarians and bankers.

The problem is sick cows. The average cull rate is 45% annually with 29 to 50 lbs of milk per day. In the community of Eden there were 40 wind turbines and many cellular and other radiofrequency and microwave towers.

There is one biological phenomenon that is a mystery: what causes these cows to go into self preservation mode whereby milk production drops. Yet, when the electro pollution is mitigated, they will not increase milk production back to their genetic potential. It is as if a switch is turned "off" in their bodies.

Some farmers clear all the damaged animals out and replace them with first calf heifers. This seems to indicate a method way to bring them back to normal milk production range, especially with vitamin supplements.

Ground current was a major problem. One farmer had the power company disconnect the electricity; and he installed a portable generator at the cost of $12,000 per month.

The first week's milk production increased by 10 lbs per cow. When the ground current returned, production went down. This farmer reports that he lost $3 million dollars.

Cellular, radar towers and many satellite dishes also affect the animals: mostly with feet problems as well as with behaviour, whereby they refused to lay at one end or the other of barns, as well as to flow through the milking parlour. The effect of electro-pollution is noticeable in soils and in crops, with tighter soil and reduced yields. Most farms had a copper wire run around the buildings. On one structure, the electrician ran a wire around the feed bunks – resulting with a jump of 9 lbs of milk production; so it seems that ground current is having a negative effect on stored feed. These farmers have spent $60,000 to $200,000 on electrical solutions that have made no difference and are ready to quit the dairy industry.

Requests for help are coming from Illinois, Michigan, Missouri and Pennsylvania.  Similar problems are showing up in Ontario. One 50-cowherd in Ontario had a high producing herd and when a solar farm went on line nearby milk production dropped 400lbs per day!

What you are describing has been documented for decades on dairy farms with ground current problems.  Dave Colling is measuring the same thing (ground current and dirty power) around wind turbines in Ontario.  Dave Stetzer and Don Hillman and Martin Graham have been providing expert testimony on this for decades in both the US and Canada.  Lee Montgomery in Ontario has been fighting this as well for far too long.

We have made slight progress in Ontario that started with a Private Members Bill (Maria Van Bommel) and resulted in a reduction in the amount of ground voltage that is considered "safe" but it has yet to be applied to Ontario farms.  Still not where it should be but getting closer.

Not only does this energy affect cows, but studies show it has the same effect on hogs and sadly on people!

The radiation from wireless technology can flow along the ground and become entrenched on metal objects.  Solar farms and Wind farms produce dirty power and ground current if not properly constructed with appropriate means to provide good power quality.  The utility isn't happy with the dirty power either.  Unfortunately, this is a lose:lose:lose situation!

Today, he's the picture of clear-eyed good health, but not so many years ago he was at death's door from multiple sclerosis, with pieces of plaque the size of 50-cent pieces on his brain.

The condition was allegedly caused by what has been labelled 'dirty electricity' – aninsidious form of pollution that most of us are exposed to each day," Mr Hall claims.

He was visiting the Northern Rivers from Sydney this week to attend talks on the subject in Byron Bay and to test people's homes for electrical pollution.

'Dirty electricity' is regarded as high frequency voltage that enters our buildings and homes by piggybacking on low frequency currents, Mr Hall said.

"The AC pulsing current is designed to run to our buildings from the utilities and back again at 50 times a second," he said.

"But unfortunately, it's not 50 times, it's 2000 times, or even more, so we get this spiking and surging riding on the 50Hz current.

"And when the switching systems used by many modern electronic devices convert it from AC to DC, they take bytes out of the electrical sine wave, then put them back on to the electrical current as dirty electricity."

As well as running around the walls, ceilings and under the floors of a building, 'dirty electricity' is claimed to emanate from everyday devices in the form of electromagnetic radiation, whose electrons enter the body and oscillate with the cells and cause damage to our immune systems.

Mr Hall links electrical pollution with a wide range of health problems in people with 'electrical hyper-sensitivity', including chronic fatigue, insomnia, depression and headaches, and many forms of cancer.

"There is a lot of research to indicate that this is now at plague proportions, and is the precursor to a lot of cancers," he said.

Some commentators believe it is 'the missing link' that explains cancer clusters.

Mr Hall was diagnosed with multiple sclerosis in 2001 after large lesions were detected on his brain and central nervous system.

"My digestive system and bowel function broke down and was getting worse," he said.

He could barely walk and feared he was going to die from the degenerative disease.

After reading about a possible link between electromagnetic radiation and MS, he had his apartment tested for high-frequency energy.

The levels were through the roof.

He installed a number of electricity filters throughout his home and his condition improved immediately.

"Today, my MS is under control and the plaques have diminished in size and prominence." he said.

Imagine what would happen if one brain cell died every time your cell phone received or sent a message!  Yes we have a lot of brain cells  and we don't use them all—that's for certain--but they don't regenerate or at least they don't regenerate quickly.  How many can  you afford to lose?  And how many can your children and grandchildren  afford to lose?

Finally some encouraging news on the CFL front. Three Representatives have introduced H.R.6144 which would repeal the ban on incandescent bulbs.

Dear Mr. Wehrle:

I agree with your excellent article except for one blaring fallacy, regarding the extant science and criteria therefor. You say:

"Neither of these influences has anything to do with health, but they are significant factors in any decision Health Canada will make. I suggest that to overcome those two influences there will have to be irrefutable and overwhelming evidence of harm and that level of evidence does not yet exist."

First, how unfortunate that the Precautionary Principle, which is international law, and to which Canadian federal law further subscribes, ought not in your view apply. This said, I have long observed the Precautionary Principle to be disregarded by public officials in all of North America, as if the US and Canada were not signatories, which they in fact are. Do you truly not recognize this law? If so, please tell, whyever not?

Secondly, I am absolutely astonished you would assert that irrefutable and overwhelming evidence of harm does not exist, while admitting this is not your field of expertise, and after I showed you a very full and quantitative literature review of the infrastructural-level scientific literature of the past twenty+ years.

Perhaps you have confused this literature with that relating to cell phone usage, which my former mentor Devra Lee Davis cites as internally inconclusive on account of industry influence?

These respective, very disparate scientific literatures must not be confused, differing as they do by the following essential factors.

Infrastructural studies v. cell phone usage studies:

  a. Primarily far-field v. primarily near-field exposures;

  b. Measured power density exposure levels v. estimated, absorbed dosages as SAR;

  c. Primarily chronic, longterm, even maximal and permanent duration v. primarily short and intermittent durations;

  d. Primarily involuntary, government-forced, unavoidable v. primarily voluntary, avoidable exposures;

  e. All humans, animals and plants v. primarily healthy, financially capable*, competent adults and their older children

* Capable enough to pay a cell phone bill, for example.

When you consider the extreme differences in these important variables, you understand why, as Dr. Dimitri Panagopoulos and others testified this year before Parliament, the scientific literature would indeed and in fact does show irrefutably and with overwhelming evidence the very serious and often permanent harmfulness of pulse-modulated cm-microwave radiation in interaction with the human body.

This well established fact cannot be refuted by the endless industry and industry-driven position statements that continue to use bullying power to overwhelm public opinion.

Anyone can look at the primary scientific papers and witness both their conclusions and their power density numbers. I made those papers available to you and all those who attended my lectures. Sadly, without the slightest review of that science, you made a false conclusion - publicly! - with no knowledge whatsoever, rather than avail yourself of the primary documents.

Nor, to my knowledge, has any other school trustee in Canada so much as inquired of the primary science. I thank you, at least, for attending my lectures, where I provided a basis for understanding this science and the quantitative data on the studies.

All school administrators and teachers, as well as parents working on the matter of school wifi, ought review these studies' conclusions publicly, one by one, with the numbers at which researchers concluded harm at power densities lower than Safety Code 6.

Let us be objective and caring toward both the rigorous RFR bioeffects science performed by many since the late 1920s - and toward our children. Otherwise the cloud of industry smoke-and-mirrors will continue to confuse policy, as you point out. Let us all set a good example for our children and not shrink from learning science. Since you are a physicist, I know you'll agree with me on this!

PICK OF THE WEEK #11: POTENTIALLY HARMFUL RADIO FREQUENCIES USED IN THE PACKAGING AND FOOD INDUSTRY.

September 19, 2010.  Few people realize that radio frequencies (RF) are currently used in the manufacturing industry to mold plastics for car parts, vinyl fabrics, and food packaging.  In fact this industry used the first incarnation of the "microwave" oven that we all enjoy today.

Our home microwave oven works on radio frequencies to heat food.  Similarly, radio frequencies, which are much more energy efficient than thermal energy production by fossil fuels, are used to mold and seal plastics.  These machines are called RF heaters.

Are these machines safe and who sets the safety standards?

After leaving the U.S. Navy, Dr. Zory Glaser worked for NIOSH (National Institute for Occupational Safety and Health) and helped formulate our current guidelines with the Canadian government for radio frequency radiation.   He passed along a document that I would like to share with you that demonstrates the reasons for establishing the "thermal effect" guidelines.

Radio frequency (RF) heaters are known to leak radiation. Dr. Glaser was shocked to see that machine operators had taped large fluorescent light tubes to the outside of the machines to determine when they were operating.  What worried him was that there were no wires connected to the lights.  The leaking radiation was so intense it would light up the tube.  These observations resulted in a study by Canadian government officials to determine if these machines were safe to use.

FCC heralds a new era of 'super Wi-Fi'

(CNN) -- It's more powerful than your current home network -- able to leap through tall buildings from a single port.

Look, up in the sky.

It's "SUPER Wi-Fi!"

At least that's what U.S. Federal Communications Commission Chairman Julius Genachowski is calling a new class of bigger-faster-better internet connections, which could jump from fiction to reality after a commission vote on September 23.

Genachowski says "super Wi-Fi," which he also refers to as "Wi-Fi on steroids," may spark a technological revolution in the U.S.

"The spectrum allows signals to travel further, to go through walls, to [transfer] more information -- so it's very robust," he said in an interview with CNN.com. "Super Wi-Fi has extraordinary potential. What's as exciting is we have a new platform for innovation and we can't anticipate what will happen next."

The souped-up system could result in wireless internet connections coming to rural areas, fewer "dead zones" in Wi-Fi networks and the ability to transfer large files easily between machines and computers in hospitals, the FCC says.

Cities might also be able to use the larger Wi-Fi networks to offer up public wireless internet hot spots and perform such tasks as remotely monitoring infrastructure and water quality.

The changes would come about if the FCC votes to open up some of the "white space" between TV channels for use by anyone.

That spectrum allows for fast file transfers over areas that are several times as large as traditional Wi-Fi networks, which are used in many homes to connect computers, printers and mobiles phones to the internet.

If freeing up "vacant airwaves" is approved, it would be the first time since 1985 that the FCC has made new chunks of the wireless spectrum available for unlicensed use.

"This is going to be the first release of unlicensed spectrum in over 25 years," Genachowski said. "The last time we did this it led to Wi-Fi. It led to a multibillion-dollar industry and extraordinary benefits that we experience every day.

"We believe that history can repeat itself, and unlicensed spectrum will catalyze private investment -- it will create a new platform for innovators and entrepreneurs to develop new and exciting products for the public."

In addition to Wi-Fi, the 1985 spectrum change paved the way for wireless remote controls on televisions, baby monitors, wireless microphones and other gadgets.

Not everyone has been excited about the FCC's super Wi-Fi proposal, however.

Some broadcast groups as well as those who use the wireless spectrum to power microphones have criticized the new Wi-Fi plans.

The National Association of Broadcasters, however, said in an e-mail to CNN that the group "is working constructively with the FCC in hopes that the agency adopts final 'white spaces' rules that preserve the ability of local and network broadcasters to deliver interference-free television."

Jeff Evans, deputy director of the Georgia Tech Research Institute's telecommunications lab, said it appears that most technical issues with the wireless spectrum have been worked out.

The freeing up of the spectrum, however, will require concessions from theater operators and churches that use wireless microphones. They likely will have to switch wireless frequencies, he said.

Still, Evans said, the move to super Wi-Fi would be a good one.

"It should allow you to penetrate through just about any building -- and multiple walls," he said. "And instead of transmitting, say, a half-mile outdoors, you should be able to go two or three miles."

A common complaint about current Wi-Fi is that it doesn't work in all parts of a building and that the signals are sometimes so weak that they drop frequently.

On a technical level, the difference between super Wi-Fi and current Wi-Fi signals is that they travel at different frequencies, Evans said.

Old Wi-Fi is a 2.4-GHz signal, which is a shorter wavelength than super Wi-Fi, which will operate at several longer wavelengths in the TV spectrum.

Those frequencies gives the new Wi-Fi its espoused superpowers, he said.

"The wavelength is much longer and it's not attenuated nearly as much -- it's not absorbed as much by the atmosphere when you're transmitting, and it's also not absorbed by the buildings as much," Evans said.

Five or so super-Wi-Fi hotspots might be able to provide internet service to a small downtown area, he said. But it may be two or more years before such applications are available to consumers. It will take time for gadget and antenna makers to adjust to the new standards, he said.

Genachowski, the FCC chairman, said super Wi-Fi may be rolled out more heavily in some areas than others.

In dense cities where many groups are already using wireless signals, for example, super Wi-Fi may not be as prominent as in rural areas.

Charles Golvin, an analyst at Forrester Research, said the FCC's plan could bring high-speed internet connections to new groups of people.

"It's taking an unused, or fallow, resource and making it available to help it address one of the significant challenges we as a society face," he said.

But, he added, the concept may not be economical. And, at least at first, it may not be helpful to people with mobile devices -- like smartphones and laptops -- who want to be able to get on the internet from anywhere.

"You're not going to have mobile phones and laptops that allow you to get in a taxi and go and be online as you're going to the airport and things like that," he said

The FCC is already testing the concept of super Wi-Fi in a few places.

The commission says the technology has been used to bring broadband internet to a school in rural Claudeville, Virginia, to add a public Wi-Fi network in Wilmington, North Carolina, and obtain data about the "smart grid" electricity infrastructure in Plumas County, California.

Attached is a letter from an expert in thermography, the measurement of heat, written to Health Canada to explain what WiFi is doing to the bodies of our children when exposed to WiFi. He has put it in terms which are new to us but which clearly explain what is happening to the electrical system when exposed to this type of radiation. This provides us with new ways of explaining why harm is happening due to EMR.

He would like this to be circulated widely, quoted extensively, and shared with any in positions of authority. I will be sending it to the HESA MPs as well as BC provincial ministers.

Wi-Fi in Schools Debate Heats Up

As area school children head back for their second week of the new school year the issue of wi-fi safety is still front and centre for many parents.

Concern for the potential health effects of the wi-fi units that wirelessly connect school computers with each other and to the internet, a group of parents began a campaign over the summer months in an effort to lobby the Bluewater District School Board to turn off the units and revert back to hardwired connectivity until more research can be conducted to determine if exposure to the radiation emitted from the wi-fi devices is safe.

In response to the public outcry, BWDSB commissioned an independent testing lab to test for radio-frequency levels in local schools including Ecole St. Vincent Euprhasia Public School in Meaford where until the end of the last school year Meaford parent Angela Klein sent her daughter.

Though the report made public by the school board in late August says that there is no reason for parents to be concerned, Klein is not convinced, and has instead chosen to keep her third grade daughter home from school, and she will teach her daughter herself.

"Because Our School Board's safety standards are going by thermal effect only, with no regard for the many biological effects that Health Canada confirms can occur from lower levels than allowed by Safety Code 6, I am keeping my daughter home from school and teaching her here until the wifi is turned off and the internet is reconnected via existing wires," says Klein who is also C0-Chair of the Parent Council at SVE.

Klein is not willing to take a chance with her daughter's health when so much is yet unknown about the potential effects of a child spending six or more hours each day in a building surrounded by the invisible radiation.

She says that there has never been a study on child exposure over extended periods of time, and in addition Klein insists that the school board is focusing on meeting the criteria set out by the federal Safety Code 6 and is ignoring the potential for health effects at lower levels of prolonged exposure. Until more research is done she feels it is safest for the schools to simply turn off the wireless systems, and plug the computers back into the cables that are still present in the classrooms.

In fact, in the report issued by BWSB the testing lab LEX Scientific clearly states that "Health Canada has stated that some laboratory studies have reported biological effects from RF (microwave) radiation at field levels that are too low to cause tissue heating."

Rodney Palmer of the Simcoe County Safe School Committee after reading the report suggested that BWDSB would be wise to err on the side of caution.

"It is incumbent on the School Board, if it intends to quote this LEX Report, to include the caution that While levels of microwaves in the school will not overheat internal organs, students will be exposed to microwaves at levels suspected to damage the integrity of their blood-brain barrier, which can create a risk of psychotic disorder, and physical symptoms of multiple sclerosis, Alzheimer's and Lupus, and possibly stroke," offered Palmer, "Without this caution the school Board is legally vulnerable to action from any child or teacher or other employee who develops these conditions in the future, after being exposed without warning or being properly informed of the potential biological changes that may be occurring to them due to this particular internet connection method."

The issue isn't just a hot topic in the Bluewater and Simcoe school districts. Federal Member of Parliament from Algoma-Manitoulin-Kapuskasing Carol Hughes recently wrote about her concerns in the Wawa News online newspaper.

"Health Canada's guidelines are not protecting us. They are outdated and designed for a grown man at 6 minutes of exposure. They don't take into account a 4 year old girl getting microwave exposure for 6 hours a day, five days a week, for 14 years of public school. That is the environment right now in Simcoe County schools, and other school Boards across the country about to roll out microwave transmitters for blanket Wi-Fi coverage because Health Canada tells them it's safe," wrote Hughes.

A request made a week ago by The Independent for comment on the issue from Meaford & Blue Mountains School Board Trustee Paul Wehrle has gone unanswered.

Klein says that she will keep up her fight to have the wireless systems in Bluewater schools turned off until more comprehensive research can be done, and her daughter will not return to school until this happens.

Electrons are Fundamental to Good Health

During my 10 years in the USAF ( United States Air Force ), even as I continued my residency  training in Preventive Medicine, I studied electronics by a novel teaching method known as programmed instruction. Never in my wildest imagination then did I foresee the importance of electrons to the human body.

This was my introduction to them, objects so incredibly important to our lives yet unseen to this day. Both an invisible particle and a wave, the electron is fundamental to electricity, magnetism, electron microscopy, particle accelerators and as a component of atoms, but to me as a doctor the most intriguing role of the electron is in chemical bonding, the sharing of electrons by two or more atoms, the basis of  oxidation and reduction reactions so common in our body chemistry.

I was taught in high school chemistry that oxidation is the loss of electrons and reduction is the gain of electrons and this is where much of the trouble originates.

Oxidation is the rust on metal and the color change of a fresh apple exposed to the oxygen in the air we breathe. Oxygen is vital but oxidation is the price we pay for it. 

It starts with the food we eat to create ATP ( adenosine triphosphate ), the fuel of our bodies. One of the inevitable consequences of metabolism of this food we have just eaten is the formation of free radicals, such as superoxide, the hydroxyl radical or hydrogen peroxide, which share a common problem by having been oxidized (electron loss) in the process of metabolism - they are now electrically unbalanced by having lost an electron and to restore electrical neutrality they must replace this missing electron, regardless of cost. Put in a slightly different way, these "radical" substances have been robbed of an electron by the process of metabolism and they must rob somebody else to get that electron back.

This is all taking place in the mitochondria of our cells and the best source of electron bearing  tissues are the fatty tissue and protein of adjacent mitochondrial structure as well as mitochondrial DNA.

Our free radicals rapidly attack one or the other of these sources from which they deftly slide out an electron thereby restoring their own electrical neutrality and preparing themselves to go through the same thing again with the next meal you have.

The mitochondrial DNA, meanwhile, has suffered another hit, one of the hundreds or even thousands it may receive in a day.

The final outcome depends on just how good our damage control functions are working.

Our DNA are being constantly screened for abnormalities with replacement of any damaged component just as computers are routinely screened but it is not fool-proof. If they are not working sufficiently well, the outcome often is cell death.

This damage and damage control process takes place in the mitochondria of every cell in the body. Sooner or later sufficient cells will be lost resulting in impaired tissue or organ function ( heart, nerve, muscle, liver - wherever) It's all a game of chance. This is a form of Russian roulette that never stops until you die and it is all based on shifting electrons about to maintain electrical neutrality and most researchers think this is the mechanism of old age and death.

The electron carries a negative electrical charge and it is of interest that the oxidized free radicals responsible for damage in the body have a positive charge making them a natural target for a free electron. Inflammation has been found to have a positive charge and pain has a positive charge reflecting the accumulation of free radicals.

Ober, Sinatra and Zucker in their book, Earthing - The Most Important Health Discovery Ever? suggest that electrons from the surface of the Earth may have a healing capacity. They may have both anti-oxidation and anti-inflammatory effects, helping to explain their effect on athlete performance and wound healing.

Documentation to support this effect is just beginning but the early results look very compelling.

Since electron transfer is such a prominent part of how we function, the role of these natural electrons in disease and injury control  may be profound. And to think that we only now are we becoming aware of them.

However Ober, Sinatra and Zucker were not the first to discover the possible biological role of electrons. Albert Szent-Gyorgyi ( Nobel Prize in Physiology and Medicine in 1937 for his discoveries in connection with biological metabolism and vitamin C ) began to pursue free radicals as a potential cause of cancer in the later years of his life.

He introduced the term electronic biology as early as 1940 and in this novel concept he was way ahead of his peers. He came to see cancer as being ultimately an electronic problem at the molecular level.

In the late 1950s he began to apply the electron microscope to his research on cancer and by 1955 he had developed ideas on applying the theories of quantum mechanics to the biochemistry of cancer. 

Reflecting his background on electrons in biology he titled his biography Free Radical: Albert Szent-Gyorgyi and the Battle over Vitamin C.  Albert Szent-Gyorgyi said, "the body's communication was too fast to be dependent on big molecules and biochemicals." Interest in this concept appears to have waned since his death at least in the United States and Ober et al. appear to have resurrected it.

They enhance the aging process using well established, natural pathways. The results are defective brain function, numbness, weakness, unsteadiness - just look at a roomful of elderly in an assisted living facility. Statins can start this process years earlier than they ordinarily would appear.

Radiation scare for Moscow parks

Levels of radiation on Moscow's streets have reached a level so high that the authorities are about to spend 4.7 billion roubles to get rid of it.

The $153 million clean-up will run from 2011-2013 amid reports of no fewer than 18 dangerous radioactive objects within the capital.

And they can be found in heavily built-up areas like Kuzminki, or on slopes vulnerable to landslips close to the Moskva river.

Even an oasis of clean air in the city like Kolomenskoye could be at risk from radioactive waste dumped during the early days of the Soviet nuclear programme.

Given that Russia's chief doctor Gennady Onishchenko has already warned that Moscow can reduce life expectancy by up to five years, the clean-up cannot come a moment too soon.

Nuclear institutes in the courtyard

Representatives of the Radon scientific union say that no other major city has so much radioactive material so close to residential areas.

The scientists told Komsomolskaya Pravda that they are concerned that there are no protection zones around atomic sites and some – such as the Kurchatov Institute in north-western Moscow – are next to living areas.

Such proximity is dangerous, with a simple gas leak or electricity black-out courting catastrophe.

These objects need to be looked after, but the problem is that they are in federal property and belong to different institutions, like the defence ministry or minatom.

A big chunk of the 4.7 billion is to be spent on monitoring these objects and their levels of radiation.

Radioactive waste in the city

Another chunk would be spent on dealing with nuclear waste dumps that are allocated within the city limits, like the deposits in Kuzminki park.

During the intensive work with nuclear energy in 1950s a lot of radioactive material was moved beyond the city borders. "The used minerals and radioactive materials were simply taken out in cars and dumped into ravines outside the city," the head of radiation control laboratory of the institute of city ecology Gennady Akulkin said. "It was acceptable then. But Moscow grew, and the ravines outside the city limits became part of it. Now the radioactive waste needs to be removed."

The biggest such dump is near Kashirskoye shosse, along the Moskva river. City Hall data suggests that 60,000 cubic meters of nuclear waste are buried there. Even though there is a metre of ground above them and the level of radiation is normal, strong rains and rising groundwater are bringing the radioactive earth to the surface.

So, the waste has to be removed, which is being done at a snail's pace of 300 cubic meters a year and would take 200 years to completely remove the deposits.

"There is a possibility of landslides on the shores of Moskva river. If we start massively removing the dangerous ground – the whole bank will slip into the river, the radiation will get in the water. And it is an ecological catastrophe," an official from the City Hall who asked not to disclose his name told KP. "An anti-landslide protection should be done there first, and only then we can remove the radioactive ground."

There is also an issue of unknown radioactive dumps. Tens of them are found every year all over Moscow, like old medical and measuring equipment that is most often simply thrown away in order not to pay for its disposal.

Moreover, there were 503 nuclear waste dumps found and deactivated in the city in the last ten years.

Inspecting buildings

A part of the 4.7 billion will go towards inspecting construction materials that are brought in Moscow.

"All the equipment left in Chernobyl zone was stolen," said expert-ecologist, head of public fund "Grazhdanin" (citizen) Maxim Shingarkin. "It is melted into pipes and fittings and sold to us. But the radiation in the metal remains. And it should definitely be checked."

Recently even a high-profile event as Vladivostok's APEC summit in 2012 was marred when a set of pipes to be used in construction turned out to be radioactive.

Not enough

Experts say that the 4.7 billion is not enough to rid Moscow of radiation.

"First of all, there are 800,000 cubic metres of nuclear waste, and not 60, 000," Gennady Akulkin said. "This data has been officially voiced earlier, so I'm inclined to believe it."

"It is good that the authorities are getting Moscow rid of the radiation dangers," said head of Greenpeace energy division Vladimir Chuprov. "But this job is not very transparent. In Moscow, for example, the map of the radioactive dumps has not been made and all the more so published. People just do not know whether any nuclear waste is nearby and what the level of radiation on the surface is. They tell us 'everything is ok', but do not give us any details, and so doubts appear."

Use common sense to reduce 'dirty' electricity

Last week I reported that "dirty electricity", generated by computers and other electrical devices, has been linked to unexplained aches and pains, depression, sleepiness, ringing in the ears, headaches, and a foggy brain. An international group of scientists believes that electromagnetic radiation (EMR) from dirty electricity can cause an increase in brain malignancy.

Dirty electricity is produced when transformers convert clean 60 Hertz household current into low voltage power for electronic devices. This creates micro-surges of electricity that contain up to 2,500 times the energy of a conventional 60 Hertz system. This electrical pollution causes a negative effect on our health.

Dirty electricity is bad for everyone, particularly children. A Swedish study reported that teens who use cellphones have a five times greater chance of developing brain cancer than adult users. Since children's skulls are thinner, cellphone radiation penetrates a far larger proportion of brain tissue.

In May 2010, the World Health Organization (WHO) released a 10-year study into cellphone use and cancer rates. The WHO recognized a significant correlation between malignant brain tumours and people who used their cellphones, wireless home phones or WIFI connected for more than 30 minutes combined daily.

Since everyone, including children, will continue to use cellphones, what can be done to decrease the risk of dirty electricity? Parents can practice what is known in Europe as the "Precautionary Principle" which means using old-fashioned horse sense. For a start, it's prudent not to expose your family to unnecessary radiation, such as purchasing a home near a transmission tower.

Replace all the dimmer switches in your home with regular ones. Even when turned fully on, dimmers contaminate an entire home's electrical wiring with dangerous high frequency energy. Avoid low-voltage halogen tubes and energy-efficient compact fluorescent lighting. Virtually all of these technologies create dirty electricity.

Replace your TV monitor and TV with a new LCD, as they emit much less EMR. If you can't live without a microwave oven, stand at least five feet away when it's on, or better still, get out of the kitchen. And get rid of cordless phones, which constantly emit dirty electricity even when not in use.

Teach your children to use cellphones like porcupines make love -- very, very carefully. For instance, it's ludicrous and dangerous that some teenagers are actually sleeping with cellphones under their pillows. This subjects them to radiation for hours at close quarters. Stress that it's important to turn on cellphones only to check messages and return calls. And carrying a cellphone in a pocket can decrease sperm count.

Use the speaker on the cellphone to keep it away from your head, or buy compatible earphones that can attach to the device. Being just a short distance away can decrease radiation exposure from 1,000 to 10,000 times.

Remember that texting with a phone exposes a person to the same radiation as talking on the phone. This practice just radiates a different part of the body. Dr. Gifford-Jones' common sense-based medical column offered with the occasional dash of humour has been published in Canadian newspapers for 30 years.

Subj: Housing Element Workshop 8/31/10

Michael - Thank you for your e-mail concerning PG&E's Smart Meters.  I believe this matter should be considered as part of the Housing Element (Affordable Housing) process for the following reasons:

One objective of Novato's General Plan is to "reduce community exposure to electromagnetic field radiation" (Chapter V:  Safety & Noise).  Although the General Plan has not been updated in this regard for more than 15 years, this is still a very important issue for the residents of this City, and should be taken into consideration as far as land use is concerned.

During the last City Council meeting when PG&E's Smart Meters were discussed, a decision was made to wait for the results of a study that was being conducted about the accuracy and safety of the meters for the California Public Utilities Commission (CPUC). 

The study was completed on September 2, and according to Structure Consulting Group, LLC, there are some important safety issues which I urge the City to consider:

1.  "PG&E has determined that certain models of Ground Fault Interrupter (GFI) breakers (such as those used in hot tubes) may be impacted if they are in close proximity of the meter"  (Structure Consulting Group Overview, p 32).  GFIs are a safety feature in residential and commercial electrical systems that are intended to protect people from electric shock and possible electrocution.  The GFIs also disconnect electrical circuits when they are overloaded to prevent fires and other property damage.  Although PG&E has asked the Smart Meter manufacturers to develop low power transmitter solutions to the GFI interference issue, and has trained the installation contractors to listen for GFI tripping upon installation of a new meter, this does not protect people where the current generation of Smart Meters have been or will be installed.

2.  There is a possibility that the Smart Meters will interfere with motion sensors (alarm systems), garage door openers, baby monitors, wireless telephones, and other devices commonly used by the public (Overview, p 31).  You can imagine the safety issues that this involves.

3.  In addition, there is also an RF radiation issue when there is a large concentration of Smart Meters in one location.  For example, if there are 150 meters installed in a high density housing location, there will be at least 150 watts of power radiated intermittently at approximately 900 MHz.  If PG&E uses 6 dBi gain antennas on the meters, the power would be six times that amount (900 watts).  This is an enormous amount of RF radiation concentrated in a small area, and PG&E has not advised the City that the output from each meter may be 6 watts instead of 1 watt as explained by PG&E's representative at the last City Council Meeting.

The City does not regulate how much RF power is generated by PG&E Smart Meters, but it does have an obligation to know much radiation is actually involved.  Think of it this way:  If 50,000 Smart Meters are installed in Novato, and they generate 6 watts of RF radiation each, there will be a total of 300,000 watts of effective radiated power at approximately 900 MHz in this City intermittently 24 hours a day, 7 days a week for as long as the Smart Meters are installed. 

Here are some questions that PG&E should answer for the City:

1.    Since Smart Meters provide updated information to PG&E's computer system every hour, how long is that transmission time?

2.    Do all meters transmit this information at exactly the same time?

3.    Are some or all of the Smart Meters using 6 dBi gain antennas to reach the relay point for transmission to PG&E's data center?

4.    How much RF energy from the Smart Meters is radiated/conducted into building wiring where they are installed?

5.    What is the level of Electromagnetic Field (EMF) radiation generated by each Smart Meter, including those using a 6 dBi gain antenna?

6.    Is there a possibility that RF radiation from Smart Meters will interfere with traffic signal controllers operating in the licence-free portion of the 900 MHz band?

7.    How much RF radiation do Smart Meters generate -- due to their switching power supplies and microprocessors -- when they are not transmitting data signals to PG&E's computer center?

8.    Does PG&E have any scientific information to show that large concentrations of Smart Meters (like those installed in high density housing projects) do not present a health hazard?

9.    How will the GFI safety issue be handled?

In my opinion, the residents of Novato should not be guinea pigs for this unprecedented rollout of a new technology.  Particularly, when the byproduct of the Smart Meter RF radiation is Electromagnetic Field (EMF) radiation.  PG&E should be actively involved in addressing the issues set forth in this e-mail, and provide the City with answers to the questions that have been posed herein.
