The federal government wants to delay by two years its deadline requiring all new light bulbs sold in Canada to be energy efficient.

A newly published notice says the current deadline in 2012 would be pushed off by two years to allow time to allay concerns from consumers about new light bulbs.

Canadians have the next 75 days to comment on the proposal.

John Baird, then Canada's environment minister, announced the ban with great fanfare in April 2007, citing it as a demonstration of the Conservative government's commitment to fighting climate change.

The new notice, dated March 24, says the proposed delay would cost Canadians about $303 million to 2020 in lost energy efficiencies as the older bulbs continue to draw higher levels of electricity.

The change would also put about 13 megatonnes more greenhouse gases into the atmosphere.

Delaying the deadline for the new energy-efficient bulbs would also put Canada between one and two years behind the earlier schedule set in the United States. California and British Columbia have already imposed the new standard for energy-efficient light bulbs, and Ontario is considering the same.

Consumers have raised concerns about one of the most common energy-efficient bulbs, compact fluorescent lamps. These devices contain small amounts of mercury and are not readily recycled.

Environment Canada is working on regulations that would compel manufacturers to ensure the mercury-containing lamps can be recycled.

"Canadians have expressed concerns about certain aspects of the minimum energy performance standard for light bulbs," says the notice from Natural Resources Canada.

"This amendment proposes to delay the effective dates for these wattages by two years in each case in order to enable Canadians to better understand the benefits of the standards, the alternatives that will be available to them and to allay their concerns."

The proposed new deadline would require efficient 75-watt and 100-watt bulbs on Jan. 1, 2014, and 40-watt and 60-watt bulbs on Dec. 31, 2014.

Hello All,

Well, politics once again prevailed on this bill calling for warning labels on cell phones. Here is the story in a nutshell...

We had won the vote majority on the Health Committee, so naturally the bill was redirected to a different committee, Consumer and Small Business Protection. So guess what...we won the majority vote on that committee too. However, the bill killed by the Senator who sponsored it at the hearings as opposed to allowing for the final vote on the committee to be extended a week like we had requested in order to allow us the time we needed to lobby the senate to get the rest of the votes in order for the bill to pass once it went to the floor. You see once the bill is offically voted on at the committee, it goes to vote on the senate floor within 48 hours and since no one had told us this, we needed just a little more time to lobby the senate.

We were denied this request and thus the bill was not even allowed a vote at the committee, where we had the 3 out of 5 votes necessary, the majority for the bill to pass out of the committee. You see, the Senator had raised the bar on us after we were well into the process and demanded we get 4 out of 5 votes as opposed to 3 out of 5...He was beginning to fear for his political career. 3 out of 5 in all fairness should have done it for us. But politics are not always fair, especially to those who come knocking with empty wallets and are just trying to do something for public health. That bar raising was a bit high for us, although we did get the Republican vote he requested and thus the bill should have gone to vote since we had the majority and both the Democrats and Republicans were voting for it. We came REALLY close. But close does not cut it...Perhaps it will be different next year...if it is brought back.

What are the positive aspect here? We came VERY close to this bill passing and also raised the awareness to both the public via televised news reports and newspaper articles and with the Oregon Senate about non-thermal effects from cel phone radiation. Some senators will now be changing the way they use their cell phones for sure.,,but wouldn't it be nice to have that information passed down to the general public?

Very special thanks to David Morrison for bringing the bill in his state and for all of his hard work on it. We came incredibly close, but could not surmount the obstacle of a senator who went from thinking we had no chance of getting the bill passed, to being afraid the bill was actually going to pass and therefor have possible political ramifications for his career and ended up not allowing the bill to move forward.

Below are some excerpts from her document presented at the "Biological Effects and Health Implications of Microwave Radiation" symposium. These are direct quotes with the numbered citations removed and my comments provided in square [ ] brackets. I have tried to restrict quotes to studies that were conducted at or below our current guidelines of 1 mW/cm2, although in many instances exact exposure conditions are not provided. Emphasis added.

"There is increasing evidence that radio-frequency radiations can affect biological organisms, even at relatively low intensities, particularly under conditions of chronic exposure [WiFi in schools, offices and homes for example]. A substantial number of observations have been made at intensity levels below those presently accepted as tolerable for continuous exposure in the United States and most of Western Europe. To date, the deleterious effect of radio-frequency fields, particularly of microwaves, at relatively high intensities, e.g., 50 mW/cm2 or greater, has been recognized and attributed to heating. However, biological hazards may exist at lower levels, extending well below 10 mW/cm2, and effects at both high and low intensities may be attributable to more complex modes of interaction.

At low intensities effects may be subtle, impairing performance; chronic, affecting general mental and physical health and longevity; and may also be mutagenic, affecting succeeding generations."

Industry health interoperability standards group Continua Health Alliance has selected Bluetooth wireless technology as a key standard for its next set of design guidelines.

Continua's Bluetooth Special Interest Group (SIG) said that the upcoming Bluetooth low energy wireless technology specification would be included in version two of its Continua Health Alliance design guidelines.

Bluetooth low energy technology is a power efficient, short-range, wireless technology that offers connectivity between mobile devices and small, battery powered devices such as watches, and health and fitness sensors.

The low energy technology features low power consumption, small size and low cost, and integration in mobile phones, making it suitable to enable mobile devices for a wide range of personal telehealth devices and services being developed using Continua standards.

The technology can enable low power mobile devices such as activity monitors and heart rate sensors to be used to monitor a user's health and fitness levels.

"Continua's choice of Bluetooth low energy technology – a specification in development at this time and expected to be adopted by the end of the year – underscores the excitement and need for this Bluetooth wireless standard in the telehealth arena," said Michael Foley, PhD, executive director, Bluetooth SIG.

Bluetooth is the only wireless technology included in Continua's design guidelines. The low energy wireless technology was chosen over several other wireless technologies after a rigorous 10-month review process.

"The Bluetooth SIG brings not only a superb wireless technology to our Design Guidelines, but a state-of-the-art testing and qualification program to our members," said Rick Cnossen, Continua president and chairman of the Board of Directors. "The continued choice to work with Bluetooth wireless technology and the Bluetooth SIG is a natural extension for Continua."

The radio selection process was conducted by members of the Continua low power radio sub-team, the Continua technical working group and the Continua board of directors. All teams were aided by experts from the technology and health care industries-at-large, as well as guided by research conducted by an independent third party analysis firm.

A rigorous process was employed over the course of 10 months to select from many outstanding technologies. After consideration of required power levels, cell phone ubiquity, required range, and anticipated market penetration, Bluetooth technology was chosen to satisfy the required use cases.

On Sunday afternoon at the Toronto Health Expo a statement will be presented accusing the current government of ignoring the recommendations of the Parliamentary Committee on Health (HESA) and, thereby, showing contempt for the Canadian public. It will include a report card for each party, with grades for support of our battle against Health Canada, Industry Canada and the telecommunication industry.

Much of the grade is based on the various parties' recommendations for support (NDP and the Bloc Quebecois) or not (Liberal and Conservative) of the HESA recommendations which came from the hearings.

Wireless Radiation Safety Council Gives Failing Grade to Harper Conservatives

Toronto - The Harper Conservatives took home an F for failing to protect children`s health, the Wireless Radiation Safety Council announced today.

The newly formed Council has graded all five federal parties from A to F, with the Conservatives receiving the worst grade.

``During the Conservative`s tenure Canada`s Parliamentary Standing Committee on Health tried to address the increasing problem of human exposure to microwave radiation from cell phones, cell towers and WiFi in schools, `` announced Francois Therrien, a member of the Council. ``The Conservatives held a majority on that committee but they failed to act decisively to protect Canadians from this emerging public health disaster,`` he said.

The Precautionary Principle

Dear All,

In case you have not yet seen it, I hereby want to strongly recommend reading one of our recent papers, Dämvik M, Johansson O, "Health risk assessment of electromagnetic fields: A conflict between the precautionary principle and environmental medicine methodology", Rev Environ Health 2010; 25: 325-333 (See attached paper).

(Abstract) The purpose of the precautionary principle is that legal requirements are to be made to safeguard against the possible health risks that have not yet been scientifically established. That a risk is not established cannot, therefore, be used as an excuse for not applying the principle. Yet, that rationale is exactly what is happening in the case of the possible health risks from exposure to electromagnetic fields (EMF). The scientists, representing both the World Health Organization and the European Commission, do not have at all the precautionary principle in mind when they report on health risks. Their starting point is instead to determine whether new research findings have been scientifically established and thus cannot be the basis for an amendment to the existing exposure limits.

Uncertain indications of risk are ignored or played down. This approach is in conflict with European Union (EU) law, which requires that the degree of scientific uncertainty should be presented correctly. A thorough examination of the state of research shows many serious indications of possible health risks from exposure very far below existing limits for EMF.

Case law, for other types of exposure, also shows that the precautionary principle can be applied on the basis of weaker evidence than that. Our investigation shows that the precautionary principle is not being used for its intended purpose in relation to exposure to EMF. The reason for this position is that decision-makers are being misled by inaccurate risk assessments.

The Dangers of using Wi Fi in Long-Term Care Homes

In your letter of March 16, 2011 to my wife and co-advocate against the dangers of wireless, Lorraine Penner, after referral by Councillor Fletcher of the Board of Health, you state that wifi "is being installed so that LTCHS [Long-Term Care Homes and Services] could comply with strategies directed by the Ministry of Health and Long-Term Care (MOHLTC) related to the eHealth Ontario initiative." In consultation with a senior staff person at that Health Ministry, it was made clear to me that the final say for such installation is with the administration of LTCHS. There thus must be freedom to not comply.

In the same letter you mention assurance made to myself and my wife that the wifi "would be at least one hundred or more times below Health Canada's Code 6". It is presumed that your interest in such a figure regards the local "prudent avoidance" policy predating your arrival as MOH, of 100x less than Code 6. There thus is freedom for a municipal health department to advise and act independently.

You state that we "expressed deep concerns on behalf of residents at all long-term care homes regarding the Wi-Fi system". It is not clear whether you meant that such "concerns" were expressed at the May meeting, since we have had many communications past that date with LTCHS and others on topic. Regardless, "concerns" is an altogether inappropriate term. When bullous pemphigoid breaks out after wi-fi switch-on, and completely abates at shut-off, and it is known that such is an expected reaction in some people to artificial electromagnetic insult such as from wifi, it does not take much reasoning to arrive at the conclusion that wifi danger is not a mere "concern". Negative behavioural changes were also noted in one resident at Cummer Lodge starting while wifi was on, abating at switch-off. Already two such strongly evident reactions among the very few residents we could notice from regular visits there. How many years of study of public health is required to make the appropriate and obvious judgement?

You mention the OAHPP "independent review of the science". Did you take a moment to examine the gross inadequacy of that review, regardless of what the provincial CMOH ineptly says on its basis? You could be shown almost line-by-line sharp criticism of it.

You mention the federal Standing Committee (HESA). If you "followed the outcome", did you actually read or hear the testimony? It was devastating to the dangerous status quo even in the constrained conference circumstances, and regardless of the politicians' eventual lame & inept report response. Note that of all the witnesses assembled for the federal Dept. of Health status quo, but a single one was from HC itself, the rest industry-connected. In collaboration with two co-advocates from BC & Quebec, I was responsible for the invitation of HESA witnesses against the dangerous status quo. Are you aware what happened to our European whistleblower witnesses, just after their testimony to your Parliamentary Committee? Drs Johansson, Sasco & Panagopolous had their academic offices removed from them. Dr Goldsworthy had recently retired, so could not have his office removed, although it had been removed for similar truth-telling just prior to retirement. There is no doubt a concerted effort to squelch their brave and honest speaking out based on scientific study, as has happened to others in this sorry field. The youngest, and for that maybe most vulnerable, of that group is Panagopoulos, who further has had his transfer to a prestigious research facility blocked, and has had a learned paper refused at a publication where many times his oft-cited work has already appeared. While some people with some awareness of the dangers of latter-day wireless mania, such as at TPH and other such departments, collect six-figure incomes while not daring to act bravely for the sake of public health on these grave issues, others suffer for telling the truth, and for advocating based on non-industry-connected science. Our own family, for our vigourous advocacy facing this outrageous travesty, has thus far lost about a year's income in the dedicated effort already.

In a culture where money rules, what should perhaps sound the loudest alarm bells, but that insurance companies will not insure for physical harm caused by latter-day wireless mania? Who insures against bullous pemphigoid, behavioural changes and other such harm from the eHealth-compliant wifi at LTCHS, as well as other institutional wifi, in schools, libraries, etc., not to mention cell phone towers on City property & elsewhere broadcasting even at max. 100x less than HC Danger Code 6?

You refer to the lame HESA report -- censored of much submitted material, wouldn't you know, some of which can be provided to your Dept. -- and to a "current lack of conclusive evidence linking low level RF exposures causally to the array of symptoms reported by those with electromagnetic sensitivity". "Sensitivity", while ubiquitous, is a misleading term. Biological beings are exquisitely electromagnetic, and have been shown to react to synthetic "non-ionizing" radiation at exposures billions of times lower than even TPH's prudent avoidance levels. Everyone's bodies can be assumed to "sense" the onslaught in some way; it is a question of whether one reacts, or knows to make the connexion between some symptom and the electomagnetic insult. In some people such as myself, milder sufferer, I can often quickly tell, based on sensations about my forehead and scalp, when in proximity to wifi, from which I know to flee, such as at the Toronto Central Reference Library, which in '09 resulted in an email exchange of some length in which an effort to individually accommodate me was offered. This is a tactic similar to what is occurring at Cummer Lodge, where a knowledgeable dissenting family is isolated and dealt with separately, so as not to perturb a broader plan, doubtless ultimately in the main pandering to unseen investors caring really only for the health of their investments or pet schemes. Adequate wired substitutes for this eHealth wifi for nurses exist, as they do for schools, libraries, etc.

Further, the HESA report did not discuss, as you say, but merely mentioned HC's position about lack of causality. This is truly bizarre, as at both those very April meetings, for glaring example, BQ HESA MP Serge Cardin attested to his own electrosensitivity!! In our private meeting with another HESA MP, her own such sensitivity was spoken of. At that May meeting of which you write in your letter, we were told that two of your senior TPH staff keep their own occupationally required cell phones off. What is going on? How do you think all this looks?

You seem in the letter to offer dosimetry for the Cummer Lodge situation. But when Code 6 is irrelevant and unprotective especially regarding long-term exposures, as is even TPH's 100x less, what is the use of taking measurements? (A further irony is that the section of the facility where my wife's mother resides, is a relatively very low radiation zone for Toronto, as determined by own own dosimetry, this refuge to be taken away by offending wifi emitters put elsewhere in the building.) Much more "sensible" would be for your Dept. to closely monitor any and all changes to staff and residents' health at such facilities before and after - of course, this is unethical, non-consensual, uninformed human experimentation, but in the crazy context, it can appear "sensible". If you would find that sickness increased, spaces opened up more quickly as the elderly died off faster, staff felt impaired; even were all that to present itself, based on current nonsensical behaviour by "authorities", since no "mechanism" for harm has been found fully satisfactory to the orthodox defenders of the status quo, there might be no conclusions drawn about the wifi, it would be formally "inconclusive". (Dr Panagopoulos has recently prepared in a textbook chapter what appears now to be the best description to date of mechanism for harm at the cellular level, replete with equations. Have you consulted this, as have we laypeople? Do you know that almost every study, from broad symptomology to cancer outcome, has shown great danger from long-term exposure to cell mast radiation, which studies are brushed aside by HC, WHO, ICNIRP, OAHPP et al by methodological nitpickiness, all the while discouraging such direct study? A meta-view such as one would expect from a MOH, would see past and through such attitudes, to recommend strong protective action.)

I certainly support your being "prepared to continue to have TPH staff work with LTCHS so as to ensure [...]", but only as it includes closer scrutiny of the independent (non-industry-connected) science, and broadens the scope to cover all electromagnetic insult to Torontonians, getting variously sicker and sicker as latter-day wireless mania is allowed its proliferation with hardly a peep from public "health" authorities. An eventual 1/2 of us to cancer is now predicted, 1/3 to dementia, among very many other strange 20th century developments continuing, as public health care costs continue their inexorable annual rise since, guess what, the later '90s mass proliferation of cell telephony. And the mass effects in dementia, cancer, etc., of the mass putting of radiative devices right up against heads, are just beginning. Your colleague MOH in Grey-Bruce acknowledges to me awareness of deleterious health effects which should be minimized, yet begs off acting on this awareness. Your colleagues in Halton emphasize to me dubiously that they pay attention to "credible" science, apparently oblivious to implications of using such an adjective, impugning as it does innumerable international scientists, as it does acquiesce in (well-documented) industry capture of process. Your colleagues in York Region are for now seeming - maybe in the wake of several anti-cell-mast battles, some ongoing - to take things a bit more seriously, it remaining to be seen how seriously and for how long, with the numerous suggestions proferred as to how they can act forthrightly.

Meanwhile, for one of many burgeoning bizarre examples, we just witnessed a third such recent live on-air incident, where a Canadian television news broadcaster suddenly speaks incoherently, half-self-aware, a neurological event doubtless precipitated in and by the xenobiotic synthetic electromagnetic soup they are condemned to operate in. A recent JAMA-published study graphically depicts brain alterations at regular cell phone use (confirming yet again various other such demonstrations of clear brain effect). A recent review published at NRC Press demonstrates clear & obvious danger from cell phone towers, as do two even more recent studies from Germany & Brazil, as wifi is likened to bringing a cell tower indoors, regardless of current regulatory standards and purported assurances based on fractions of a guideline unprotective for especially athermal effects. Copes' hapless OAHPP report you refer to, had to resort to cell phone & cell tower studies, as there is next to nothing on wifi itself, never mind long-term effect, never mind on the particularly vulnerable incapable of advocating for themselves, helpless residents overseen by LTCHS. So much science before and since attesting to danger, yet, truly ridiculous and disastrous in a public health context, "weight of evidence" persuasive to HC et al is laden by the corrupt $ of industry & abettors.

Tell us, why must we re-live, but on a surpassing scale, asbestos, tobacco, and so many other bioeffect travesties, things one presumes public health professionals have been educated about?

In your letter to myself of December 18, 2009, an apparent analogy was made in justifying TPH inaction re the dangers of wireless. The sample case at hand was of one adult-onset epileptic Torontonian (no drugs, no trauma), who suffers seizures when and only when exposed to even far below TPH "prudent avoidance" levels of wireless assault. (This person has since fled your Toronto, further worsened now with wireless utility meters, for a rural location of far lower ambient "electrosmog", and is until now fending off proposed approaching cell masts and wireless meters.) Such suffering under "acceptable" ambient radiation, seemed likened by you to a person susceptible to violent reaction to shellfish venturing into a restaurant from which TPH would not ban shellfish. Voluntary vs involuntary, private vs public, individual vs mass, and on & on, the issue re consumption or allowance of shellfish resembles not at all the case of TPH acquiescence in mass human experimentation with wireless mania, with already well-known consequences, without forcefully addressing the issue. Will you retract that apparent analogy, in an effort to restore some confidence in your own ability to consider these grave issues?

We remain prepared to assist closely any authority looked to by the general public, towards consideration and action independent of the industry-captured hierarchy that pertains in this field. It will eventually be seen that the regnant permissive regime, decried already for decades by learned dissenters who have been muscled out, will have formed a necessary ingredient behind a panoply of modern ailments that could have been curtailed, had public health authorities spoken out resolutely. In 1997, a petition was signed (you can be shown a copy, and likewise have substantiated anything else written here) by just about every public health scientist in the Boston area, around 100 names, against the then-imminent mass deployment of its cell phone network. That is the kind of science-based dissent that has gotten muscled out. Will you continue to go along with that?

Woman claims cell phone radiation is workplace injury

A North Okanagan woman says she was injured by radiation from her cell phone 13 years ago and she's been battling to prove it ever since.

Barb Makota, who used to sell cell phones, says she developed burning sores on her face whenever she put the devices on her face.

In 2000, she was diagnosed with electrical sensitivity and is now battling Work Safe BC to recognize her injuries.

Despite letters from a dozen doctors confirming her claims, Makota says her claims have been rejected by Work Safe BC.

She even has evidence from new thermographic images showing considerable damage to her brain, eyes, ears, face, neck, hands and arms.

Makota says she is still in constant pain.

She no longer uses a cell phone or a computer.

When she does watch TV, it's through a silver lined veil that blocks some of the electrical signal.

Makota is pointing a finger at the Canadian government and what she believes is a major flaw in our safety codes.

She is preparing for an appeal against Work Safe BC.

Say you're sitting next to someone on a plane and you rip open a bag of peanuts. They explain that peanut dust closes their windpipe. Do you keep eating and demand proof? As someone sensitive to radiofrequency radiation, I'm disappointed in your March 9 editorial ("Smart meter foes should produce hard evidence").

We all have different sensitivities. As one adult respecting another, I would never question or invalidate someone else's physical truth just because I didn't personally experience it.

Perhaps that's one gift that comes from having electrosensitivity. But I believe it's also called empathy. The "hard evidence" that CMP is looking for can be seen, for example, when an electrosensitive mother fights back intense nausea to read to her son in his favorite wi-fi-enabled library. Or struggles against a head-splitting migraine to testify in a wi-fi-enabled State House hearing room about the dangers of a chemical that industry claims is "safe" because 100 percent scientific proof of harm has not yet been established.

The governor of Colorado just proclaimed May 2011 "Electromagnetic Sensitivity Awareness Month." Concerned Maine doctors have been filing letters with the Public Utilities Commission, advocating opt-outs.

Meanwhile, the "scientific expert" hired by CMP to argue no proof of harm from smart meters is from a firm that has represented the tobacco and asbestos industries in cancer cases. There hasn't been one health study done on smart meters. The FCC standards are set to protect an adult male from death by electrical shock. Even the head of the Maine Center for Disease Control and Prevention wrote in an internal e-mail: "I never said smart meters are safe."

So isn't it reasonable for each of us to decide what's safe for our families?

State regulators announced a proposal almost immediately to force Pacific Gas & Electric Co. to provide detailed safety updates, including information about how the utility was prioritizing work on high-risk lines during the next four years.

The California Public Utilities Commission also was expected to decide as soon as Wednesday whether PG&E should have to conduct expensive, time-consuming tests on lines for which records could not be found.

The testing could be required unless PG&E can otherwise prove pressure levels were safe.

The Sept. 9 blast in San Bruno sparked a massive fireball that killed eight people and destroyed three dozen homes in the quiet suburb overlooking the San Francisco Bay.

PG&E released its results after staging a massive operation over the past two weeks, with employees sorting through mountains of paper records inside a hulking concert venue the company rented for the job.

Company engineers, estimators, mappers, information technology specialists and managers — as well as a number of outside contractors — went through more than 1.25 million individual gas transmission records hauled out from branch offices and storage facilities.

Ten percent of aging lines installed before 1961 were missing test records or other documents showing their historical pressure levels, as were 3 percent of the lines laid from 1961 to 1970, PG&E found.

"While we have made good progress on our records validation, we are not satisfied with the results to date and will continue to search for and review our files for additional pressure test records and provide regular updates on our efforts," PG&E president Chris Johns said in a statement.

PG&E spokesman Joe Molica said the company planned to pressure-test or replace 150 miles of pipe that is either as old as the San Bruno line or has other similar characteristics. The work will be carried out across 24 pipelines, he said, including on a segment of the ruptured line.

The company also will carry out rigorous inspections on another 435 miles of pipe, in which robotic devices called "smart pigs" will travel through pipelines to search for corrosion, dents and other problems, he said.

Federal investigators have been calling into question PG&E's record-keeping since December, when the National Transportation Safety Board first revealed the company's records about the 1956-era pipe were wrong.

The pipeline was riddled with seams, defects and inferior welds, although PG&E paperwork inaccurately identified the pipe as being seamless, which is considered safer.

In January, the state commission directed PG&E and other California utilities to produce records documenting the safety of all their lines.

State rules require pipeline operators to keep up-to-date records about pressure tests and to document any leaks to ensure the pipes don't pose any risk to surrounding communities.

Consumer advocates said customers deserved to know more details about where the lines with no records were located, and whether the company had been operating them safely.

"Ninety-two percent sounds pretty good unless you happen to live over the 8 percent that they don't have records for," said Mark Toney, executive director of San Francisco-based The Utility Reform Network. "I think that people are going to be interested in knowing where that 8 percent is located."

Rep. Jackie Speier, a California Democrat who represents the San Bruno area, said she was pleased at the advances since the explosion, but questioned PG&E's reliance on documents detailing historical pressure levels. She said that would not necessarily identify improper welds or shoddy work.

Test records were missing for 31 percent of the lines that were installed before 1961.

"If you're just saying that you have five years of records showing what the pressure was over time, I don't know whether that means the level is safe," said Speier. "We now know that San Bruno pipe was seamed, had a defective weld and probably other problems."

The commission is likely to vote on the proposed decision requiring PG&E to send out more frequent safety updates next month.

LAKEPORT -- The Lake County Board of Supervisors (BOS) Tuesday approved a temporary moratorium on SmartMeter installation in the unincorporated parts of Lake County after a spirited hour-long public hearing on the PG&E device.

The BOS voted 4-0 to enact the urgency measure effective immediately; along with supporting an amended letter to state legislators in favor of an "opt out" assembly bill and directing county counsel pursue the possibility of injunctive action.

District 3 Supervisor Denise Rushing recused herself, citing that she is involved with a small engineering consortium that bid on a PG&E contract, unrelated to SmartMeters, and that bid process has not been resolved. The Record-Bee incorrectly reported the reason Rushing recused herself from the March 1 BOS SmartMeters discussion.

Tuesday's SmartMeters hearing began with two PG&E representatives discussing the installation program and increased educational efforts the company has taken locally in recent weeks. PG&E has added six additional educational centers and supplied local offices with more distributable information about the program, according to the representatives.

The SmartMeter is a device that would help PG&E and customers better track individual energy use, according to the company.

Dog electrocuted in downtown Toronto

A dog has been electrocuted and another was shocked and injured after walking on a downtown light standard that had wires exposed.

The incident happened Friday afternoon near Queen Street and Parliament Street.

Jeff McCulloch's dog was killed. He could barely contain his emotions when talking about the incident.

"My wife was just walking the dog, like she does every day," he said.

Police say a manhole cover was charged with electricity, which then transfered to the dogs, killing them.

A police officer attending the scene was also zapped when she touched one of the dogs' metal collar. She was taken to hospital but was released.

Toronto Hydro and TTC crews were brought in to investigate, and late Friday evening, it was determined the TTC was at fault. Electricity from the wiring that powers the TTC's streetcars in the area is being blamed.

"The span wire was touching the pole," said TTC spokesman Brad Ross. "The rain may have helped that, in terms of conducting the metal pole and the electricity ran down to the sidewalk."

After several hours on the scene, Toronto Hydro workers were able to "de-energize" the corner, meaning that electricity is no longer flowing through the pole and that the area is safe.

It's not soon enough for McCulloch.

"This is 100 per cent utter neglect," he said.

Taryn Grieder's dog was also shocked, but was able to withstand the jolt and survive.

"It was so scary," she said. "I guess he stepped on a manhole cover and he just collapsed and started making this terrible sound."

Grieder's dog, Bender, is now recovering after receiving veterinary help. But Grieder said the scare is still fresh in his mind.

"He seems super happy," she said. "But when I tried to take him back to the place where it happened, we couldn't get within 100 metres. He wouldn't go close to it. He seems shaken."
