WASHINGTON D.C. – U.S. Senators Olympia J. Snowe (R-Maine) and Mark R. Warner (D-VA) introduced legislation requiring the installation of small wireless base stations in all publicly accessible federal buildings in order to increase wireless coverage and free up essential commercial network capacity. If enacted, the legislation will help prevent dropped calls that can occur indoors and in rural areas due to poor cell phone coverage, while at the same time improve wireless network capacity by more effectively utilizing broadband wireless networks. This will result in more reliable and faster service for wireless consumers.

"With over 276 million wireless subscribers across our nation and growing demand for wireless broadband, it is imperative that we take steps to improve wireless communication capacity and this legislation will make measurable progress towards that goal," said Senator Snowe. "Given that approximately 60 percent of mobile Internet use and 40 percent of cell phone calls are completed indoors, utilizing technologies such as wi-fi and femtocells will dramatically improve coverage."

"I see a great opportunity to leverage federal buildings in order to improve wireless broadband coverage at a very reasonable cost. By starting with the nearly 9,000 federal buildings owned or operated by the General Services Administration, we will be able to provide appreciable improvement in wireless coverage for consumers while also reducing some of the pressure on existing wireless broadband networks," said Senator Warner.

Specifically, the legislation requires the General Services Administration (GSA) to begin installing wireless voice and data base stations, such as wi-fi hotspots and femtocells, in all publicly accessible federal buildings. As the Federal Communications Commission's National Broadband Plan highlights, most smartphones sold today have Wi-Fi capabilities, so installing mini-base stations and Wi-Fi hotspots in federal buildings would not only help improve indoor cell phone coverage, but also increase wireless network capacity. The legislation also includes two recommendations of the FCC's National Broadband Plan to streamline Federal rights-of-ways and wireless transmitter sitings to expedite the expansion of wireless and broadband infrastructure, especially in rural areas. The bill would allocate $15 million of unobligated funds from the Federal Buildings Fund for the project.

DIRECTOR OF PG&E'S SMART METER PROGRAM CAUGHT FALSIFYING HIS IDENTITY

William Devereaux Infiltrated Health Advocacy Group in Order to Gather Intelligence

San Francisco- William Devereaux, Senior Director of Pacific Gas and Electric's 'Smart' Meter program has been caught falsifying his identity in a covert attempt to access information from a group of citizens opposing the new meters. The group has been identifying and collecting evidence of widespread health problems, meter inaccuracies, electrical interference and customer information privacy problems caused by PG&E's wireless 'Smart' Meters.

Devereaux, who has testified to numerous local governments throughout California and made claims about the meters' safety and accuracy, has been using a fake name on other activist listservs for months. This may explain how PG&E contractors Wellington Energy knew to evacuate their installation yard in Rohnert Park before a protest planned by neighborhood groups on October 28th. But on Thursday, November 4, Devereaux pushed his luck and was caught lying about his own identity and hiding his position with PG&E. Apparently assuming that his name would be hidden, Devereaux signed his e-mail to Sandi Maurer, moderator of the EMF Safety Coalition, "Ralph." However, his e-mail program revealed the sender's true identity:

"This is not a single indiscretion, but rather typical of the false information that PG&E has publicized, fabricating advantages for customers." said Ellen Marks of the Environmental Health Trust. "Contrary to PG&E claims, we will face significantly increased utility bills, collection of private data revealing information about events occurring inside our home, and exposure to powerful spikes of microwave radiation 24 hours a day through our brains and bodies."

The deception by one of PG&E's top officials is only the latest in a series of unethical tactics used to force 'Smart' Meters on an increasingly skeptical public. PG&E has been ripping off 'do not install signs' on meters, and threatening to cut off the gas and electricity supply to elderly residents of Santa Rosa- even as winter approaches- unless they accept a 'Smart' Meter. The company has also censored public comments on its Facebook page, deleting references to peer-reviewed scientific studies showing health damage from RadioFrequency (RF) radiation at levels far below those from the 'Smart' Meter.

PG&E's meter program represents the largest system technology roll out in the history of California, yet they have not even done a basic Environmental Impact Report, which could have caught the massive violations of health, privacy invasion and increased costs to customers. The meters have been plagued with problems since the beginning, starting with widespread reports of inflated bills, privacy violations, electrical interference and reports of health issues from residents who have received the new meters. 'Smart' Meters use microwave radiation (similar to a cell phone) to transmit customer data back to the utility, and are being installed just as the public learns of evidence that brain tumors and other health damage can be traced to similar wireless devices. The California Public Utilities Commission (CPUC) which sanctioned PG&E's $2.2 billion program to install 10 million new meters throughout California at the expense of ratepayers, has not allowed individuals to opt out even in cases of severe health impacts.

Nearly two dozen local governments* have called for a moratorium. The State's Division of Ratepayer Advocates (DRA) last month also demanded public hearings be held to study potential health risks resulting from exposure to radiation from the meters.

According to Joshua Hart of Stop Smart Meters!, "This fraud and covert espionage against the people of California, carried out by the Director of the 'Smart' Meter Program in California, should immediately force a moratorium on 'Smart' Meter installation and open up a full independent State Legislative investigation of the entire PG&E 'Smart' Meter Program."

Smart Meters - They're Smart, But Are They Safe?

SAN FRANCISCO - PG&E's Smart Meters may be smart, but some Californians say they're making them sick. Nearly two dozen communities have placed moratoriums on the wireless utility meters, and more than 2,000 health-related complaints have been received by the California Public Utilities Commission.

Elizabeth Kelley, founder of the Electromagnetic Safety Alliance, says the wireless meters are invasive and involuntary, so people should be able to opt-out of the program.
"Because we don't know yet what the health risks are from these low-powered frequencies that are eventually going to be traveling through our home night and day emitting pulse radio frequency radiation, this is causing considerable concern."

Kelley says especially for people who suffer from electromagnetic hypersensitivity (EHS).

PG&E contends its meters comply with federal safety standards and are well within what you would find with normal household appliances.

Kelley says more research should have been done before the devices were put in people's homes.

"There are no specific studies on Smart Meters, but there are comparable studies on very low power non-ionizing radiation exposure conditions, namely cellular antennas, which show there can be harm under certain exposure conditions."

Olle Johansson is a professor in the department of neuroscience at the Karolinska Institute in Sweden. He's collaborating with leading international scientists on a proposal recommending global governments adopt new, more stringent, exposure guidelines for wireless technologies.

"We have looked upon the current literature in the science field and it's obvious that the current guidelines for public exposure are definitely obsolete and need to be replaced by biologically based guidelines, taking into account various forms of health effects."

In July, the San Francisco Board of Supervisors voted to require warning labels on cell phones and education on risks at the point of sale.

A program on wireless hazards Wednesday at the San Francisco Library will feature leading activists addressing concerns about Smart Meters, cell phones and cell towers, followed by a screening of the documentary, "Full Signal."

A Nov. 18 program at the Commonwealth Club will include leading international scientists addressing health issues related to a variety of wireless technologies.

Laptop use on laps might reduce sperm quality: report

NEW YORK (Reuters Life!) - Using a laptop computer as the name suggests may not be good for male reproductive health, according to a study.

And there is little that can be done about it, aside from using the laptop on a desk, said Yelim Sheynkin, a urologist at the State University of New York at Stony Brook who led the study published in Fertility and Sterility.

In the study, thermometers were used to measure the temperature of the scrotums of 29 young men balancing a laptop on their knees. Even with a lap pad under the computer, the men's scrotums overheated quickly.

"Millions and millions of men are using laptops now, especially those in the reproductive age range," said Sheynkin.

"Within 10 or 15 minutes their scrotal temperature is already above what we consider safe, but they don't feel it."

According to the American Urological Association, nearly one in six couples in the United States have trouble conceiving. About half the time this is due to male infertility.

Under normal circumstances, the position of the testicles outside the body keeps them a few degrees cooler than the inside of the body, which is necessary for sperm production.

No studies have yet researched how laptops affect male fertility and there is no strong evidence that it would, Sheynkin added. But earlier research has showed that warming the scrotum even more than one degree Celsius (1.8 degrees Fahrenheit) is enough to damage sperm.

Though both general health and lifestyle factors such as nutrition and drug use can affect reproductive health, tight jeans and briefs are generally not considered a risk factor since people are moving around.

Holding a laptop on the knees, though, requires keeping the legs still and closed. After one hour in this position, the researchers found that the men's testicle temperature had risen by up to 2.5 C.

A lap pad kept the computer cool and meant that less heat was transmitted to the skin, but Sheynkin warned it didn't do much to cool the testicles and might give a false sense of security.

"I wouldn't say that if someone starts to use laptops they will become infertile," Sheynkin told Reuters Health, though he warned that frequent use might contribute to reproductive problems because "the scrotum doesn't have time to cool down."

When the men sat with their legs spread wide -- made possible only by placing the computer on a large lap pad -- they could keep their testicles cooler. But it still took less than 30 minutes before they began overheating.

"No matter what you do, even with the legs spread wide apart, the temperature is still going to be higher than what we call safe," said Sheynkin.

The victim was a cat named Bulkin, who miraculously survived the ordeal after surgery, chemotherapy, and radiation. Our new website, ChipMeNot.com, is an adverse reaction registry where pet owners can report harm caused by implanted microchips. It features Bulkin's story and the stories of other other cats, dogs, mice, rats, and small animals that have been injured -- and even killed -- by implanted chips. Our inspiration for the website came from Seamus and Scotty, the two brave dogs that died from microchip-induced tumors earlier this year, Charlie Brown, the adorable chihuahua who bled to death in his owners' arms last year, and Leon the bulldog whose owner first alerted us to the cancer problem. We pay tribute to their memory through this new website, and pray that by telling their stories we can help protect other pets from their fate.

MERCK SUED: HomeAgain® PET CHIP IMPLICATED IN CANCER

Nashua, NH -- Pharmaceutical giant Merck & Co. has been served with a lawsuit over claims its HomeAgain® pet microchip induced cancer in a cat. Animal rights attorney Steven Wise seeks "reasonable compensatory damages" for a malignant tumor "likely" induced by a HomeAgain® ID chip implanted in his client's cat, Bulkin.

The complaint, "Andrea Rutherford v. Merck Sharp & Dohme Corp. and Digital Angel, Inc." (case # 1052CV1147) was filed last week in Cambridge (MA) District Court. The complaint named implant maker Digital Angel Corporation as a co-defendant. "Based on the alarming number of microchip-linked cancers we're discovering, I predict this lawsuit will be just the tip of the iceberg," said Dr. Katherine Albrecht, a consumer advocate and expert on adverse reactions associated with implantable microchips.

Bulkin's case is featured at www.ChipMeNot.com, a new website launched by Albrecht's consumer group CASPIAN to bring attention to the plight of animals who have developed cancer and other adverse reactions from ID microchips.

Albrecht documents several of these cases in "Microchip-Induced Tumors in Laboratory Rodents and Dogs: A Review of the Literature 1990–2006," a peer-reviewed academic paper she presented at a June conference of the Institute of Electrical and Electronics Engineers devoted to concerns about implantable microchips.

Albrecht's paper and a copy of the complaint are also posted at www.ChipMeNot.com. The site, co-developed with graduate intern Lidiya Prorochuk, spotlights a growing number of adverse reactions to microchips, including the chip-related cancer deaths of two dogs within the past year. The site also features a form where pet owners can report adverse microchip reactions, since there is currently no official registry in the US to collect such data.

"Merck and organizations that advocate pet chipping should take this lawsuit seriously and start warning pet owners of the risk of microchip-induced cancer," Albrecht advised. "As Andrea Rutherford and other pet owners can tell you, it's not a statistic when it's your pet."

Smart meter program headed for disaster, says NDP

VICTORIA — The B.C. Liberals' plan to force B.C. Hydro to rush into spending $1 billion to install "smart" hydro meters in every B.C. home by 2012 is a disaster waiting to happen, says New Democrat energy critic John Horgan.

"Recent evidence from Ontario's smart meter experiment show more than 80 per cent of people are actually paying more, not less, under time-of-use billing using smart meters," said Horgan. "We are poised to make exactly the same mistakes here in B.C.

"By rushing to finish the project by 2012, we lose the ability to make sure we get it right by learning from the mistakes of other jurisdictions. If this really is a good idea, let's see best practices put in place with a studied, measured approach."

More than four million smart meters have been installed across Ontario, allowing for a time-of-use billing scheme to be implemented that is intended to reward users with lower rates for using electricity in off-peak hours. But recent numbers from Toronto Hydro show that 84 per cent of people's electricity bills have gone up, not down.

"The Ontario experience has shown that smart meters don't work when it comes to conserving energy and saving money. Instead, they are proving to do just the opposite," said Horgan, noting the billion-dollar price tag to install the meters in B.C. could be better spent elsewhere.

"Just imagine how much good a billion dollars could do to stimulate the economy and save energy if it was directed to home energy retrofits. Energy efficiency measures like upgrading heating systems, proper insulation, and other home upgrades are a proven way to manage electricity demand."

Horgan noted that the B.C. Liberals don't have a business plan that shows how smart meters will be implemented or how they will save electricity, nor is there an independent review process to evaluate the effectiveness of the program.

"Now that the B.C. Liberals have exempted all major energy projects  from the purview of the B.C. Utilities Commission, all decisions are being made at the whim of the embattled premier with no one but his head-nodding cabinet ministers to question their validity or value," said Horgan.

"B.C. families will be the ones who have to pay for the B.C. Liberals' reckless decisions through increasingly higher bills."

Peterborough's Medical Officer of Health, Dr. Rosana Pellizzari, talked about WiFi in schools to the Kawartha Pine Ridge District School Board last week and said that anyone can cherry-pick results to support their conclusions and this is exactly what she did.

She quoted from a review of WiFi recently released by the Ontario Agency for Health Promotion and Protection. One of the many "cherry picked" quotes was the amount of radiation coming from a WiFi laptop computer at a distance of one metre. Who sits that far away? Don't you want to know what the levels are if you have the computer in your lap?

Dr. Pellizzari correctly stated that research on WiFi does not support the Bradford-Hill criteria of causation. However, she left the impression that studies have been conducted and they failed the test. This is false!

There is only one study on the biological effects of WiFi, which showed altered sperm DNA and motility. That's it! We have no idea how this radiation is going to affect growing bodies in the long-term.

The closest research is with adults using cell phones or living near cell phone antennas. These studies show an increased risk of tumours in the side of the body where a cell phone is held after 10 years of cell phone use and an increased incidence of cancers and other health effects for those who live within 500 metres of cell towers. Shouldn't this cause us to be concerned about microwave transmitters in the classroom?

Most schools with WiFi have not measured the levels of radiation. Since some schools use industrial strength WiFi systems we can't be blasé about this exposure.

Dr. Pellizzari recommended that schools monitor microwave exposure. I couldn't agree more. This is the least we can do.

WHITE ROCK (NEWS1130) - Wireless internet is everywhere - coffee shops in Vancouver, public libraries in New Westminster and even along the waterfront in White Rock. But Linda Ewart wants a moratorium on WiFi.

She has a heart condition and says it starts acting up whenever she gets close to wireless technology. "It has rhythm issues. It flips and flops and races," she says.

The trouble is, it's hard to find a place where there isn't WiFi. So Ewart and a group of like-minded people are asking White Rock city council for a moratorium on all new wireless antennas and routers.

Ewart tells us, "They say about three per cent of the population is affected in some way, but the connection (between the effects and WiFi) hasn't been made."

She also questions whether it's safe for school children to be in buildings with WiFi. She's already talked to the B.C. Teachers' Federation and she'll be meeting with the school boards in Richmond and Victoria.

I just returned from a meeting of the KPR District School Board, where Peterborough's Medical Officer of Health, Dr. Rosanna Pellizzari, made a presentation about the "Safety of WiFi in Schools."

Dr. Pellizzari said that anyone can cherry pick results to support their conclusions and this is exactly what she did.

She did state at the beginning of her talk that she was not an expert in this field and then gave opinions that could have been offered only by experts. Experts conduct research and publish on the effects of electromagnetic energy but Dr. Pellizzari hasn't even read the primary research in this field. She based her presentation on a few reports and then "cherry picked" her quotes.

She quoted from a review of WiFi released by the Ontario Agency for Health Promotion and Protection (OAHPP) on September 16, 2010. You can read this document and comments about it at:

Of the many "cherry picked" quotes was the amount of radiation coming from a WiFi laptop computer at a distance of 1 meter. I don't know of anyone who sits that far away from a laptop computer. Indeed some people place their computers on their lap and their hands are in contact with the keyboard when they are typing! This would give a much higher reading than one taken 3 feet away!

Dr. Pellizzari correctly stated that the research on WiFi does not support the Bradford-Hill criteria of causation. However, she left the false impression that studies have been conducted and they failed the test. This is false!

There is only ONE study (that I'm aware of) on the biological effects of WiFi and that study reported that donated sperm showed DNA damage and reduced motility when exposed to a WiFi computer. That's it! We have no long-term studies on WiFi and we have no idea how this radiation is going to affect growing bodies.

The closest research is on adults who use cell phones and adults who live near cell phone antennas. These studies show a disturbing increased risk of various tumors after 10 years of cell phone use on the same side of the head to which you hold your cell phone and an increased incidence of cancers and other health effects for those who live within 500 meters of cell towers. If we are basing the effects of WiFi exposure on these studies then we have much to be concerned about!

During her presentation Dr. Pellizzari showed a small video clip of a story on The CBC National about WiFi in schools that aired September 8. The clip was of Beth Pieterson who was speaking on behalf of Health Canada. Had she shown the entire 11-minute segment the KPRD School Board would have been left with a very different impression that would have been contradictory to what Dr. Pellizzari intended, so she "cherry picked" a very small portion of the video to support her views.

I was particularly disturbed that Dr. Pellizzari gave the impression that WiFi has been measured in schools and the levels are so low they couldn't possible have any effects.

Most schools with WiFi have not measured the levels of microwave radiation in schools and especially where children sit. Since some schools use industrial strength WiFi, which is much more powerful than the WiFi people have in their homes, I don't think we can be blasé about this exposure.

Indeed, the ONLY statement with which I agree is that Dr. Pellizzari recommended that schools monitor microwave exposure, although she said, "If they can afford to do this."

We cannot afford not to measure exposure!

We are exposing children to microwave radiation that has been shown to induce breaks in DNA, increase membrane permeability of the blood brain barrier, alter the movement of calcium between cells, reduce sperm motility and viability, cause heart irregularities, alter brain wave activity at levels well below our federal guidelines that are based on how much heat can be dissipated by a 6 foot, 180 lb soldier!

Where are the guidelines that protect the growing bodies of children? And, does anyone care about the exposure of teachers?

The Cellular Telephone and Internet Association meets in San Francisco next week for its annual meeting. It seems likely that FDA changed its guidance recommending consumers purchase low EMF phones after taking this event into account. San Francisco passed legislation earlier this year to require retailers in that city to post the EMF emission levels (otherwise known as SAR, for Specific Absorption Rate) for each phone they sell.

The CITA, who lobbied hard against this bill has announced that they are not planning any future conferences in San Francisco in retaliation. What is the CTIA and the FDA afraid of - the truth?

Tell the City of San Francisco to hang tough. The truth is becoming known about what the cell phone radiation science tells us about the health risks they pose.

THE COZY RELATIONSHIP BETWEEN THE FCC AND THE CTIA EXPOSED THIS WEEK

The CTIA-Wireless Association has been caught this week in secret cooperation with the Federal Communications Commission (FCC) over website changes ostensibly intended to serve a dual purpose for the wireless lobby.  The FCC, who oversees the telecommunications industry, appears to have changed their website to help the CTIA in its lawsuit against the city of San Francisco following passage of The Right to Know cell phone legislation and additionally, to help in the CTIA's attempt to stop the spread of this legislation from city to city.  

The CTIA is suing the City of San Francisco over the recently passed Right to Know cell phones legislation that demands every cell phone sold in San Francisco be labeled with the SAR rating.

Until Sept 20, 2010 the FCC advised buying a lower SAR cell phone.  The CTIA vehemently opposed this Right To Know legislation in San Francisco which passed in June.  The CTIA then sued the city. 

When the relatively small city of Burlingame, CA decided to hold discussions about possible Right To Know legislation, the CTIA sent top officials from Washington, D.C. to the city of 27,000  to take their turn at explaining why the citizens of Burlingame should not have the opportunity to see how much radiation was being emitted from their cell phones.

The evening of the hearing the CTIA said the FCC did NOT suggest buying a lower SAR phone.  He could say this only because the FCC website had been altered a matter of hours before he spoke.  The FCC changed their website on the day of the hearing when they discovered, through documentation submitted by supporters of the legislation, that the FCC website suggested buying a lower SAR cell phone.  The FCC website was shut down for awhile on Sept 20, and came back up later that day with the advisory missing and other language pertaining to this issue changed.

Abstract

Pregnant women are at risk of exposure to nonionizing and ionizing radiation resulting from necessary medical procedures, workplace exposure, and diagnostic or therapeutic interventions before the pregnancy is known. Nonionizing radiation includes microwave, ultrasound, radio frequency, and electromagnetic waves. In utero exposure to nonionizing radiation is not associated with significant risks; therefore, ultrasonography is safe to perform during pregnancy. Ionizing radiation includes particles and electromagnetic radiation (e.g., gamma rays, x-rays). In utero exposure to ionizing radiation can be teratogenic, carcinogenic, or mutagenic. The effects are directly related to the level of exposure and stage of fetal development. The fetus is most susceptible to radiation during organogenesis (two to seven weeks after conception) and in the early fetal period (eight to 15 weeks after conception). Noncancer health effects have not been detected at any stage of gestation after exposure to ionizing radiation of less than 0.05 Gy (5 rad). Spontaneous abortion, growth restriction, and mental retardation may occur at higher exposure levels. The risk of cancer is increased regardless of the dose. When an exposure to ionizing radiation occurs, the total fetal radiation dose should be estimated and the mother counseled about the potential risks so that she can make informed decisions about her pregnancy management.

Dodge, CH.  1969.  Clinical and Hygienic Aspects of Exposure to Electromagnetic Fields:  A Review of the Soviet and Eastern European Literature.  Biological Effects and Health Implications of Microwave Radiation, Symposium Proceedings, Richmond, Virginia, September 17-19, 1969 (BRH/DBE 70-2) (PB 193 898).

Christopher Dodge, affiliated with the Library of Congress, wrote the first comprehensive review of the world (especially the Soviet and Eastern European) literature on the biological effects of microwaves in 1964.  The current document was written 5 years later during which time the author was with the Biosciences Division, U.S. Naval Observatory, in Washington, D.C.  This document concentrates on human clinical studies and occupational hygiene surveys of microwave exposure and is well worth reading.

What is clear is that by the late 1960 the Soviet and Eastern European scientists had conducted numerous studies on the effects of microwave radiation on humans, that biological and health effects were documented for a range of frequencies at non-thermal levels, and that this information was available to the U.S. military.  Why this science was not taken more seriously, why guidelines were not influenced by this research, and why we are still debating thermal vs non-thermal effects is a mystery that I leave for historians and philosophers to debate.

Barrie area parents demand schools ditch wireless Internet

A group of Barrie-area parents is demanding their children's schools turn off wireless Internet before they head back to school next month, fearing the technology is making the kids sick.

The parents say their children are showing a host of symptoms ranging from headaches and dizziness to nausea and even racing heart rates.

They believe the Wi-Fi setup in their kids' elementary schools may be the problem.

The parents complain they can't get the Simcoe County school board or anyone else to take their concerns seriously, even though the children's symptoms all disappear on weekends when they aren't in school.

"Parents are getting together and realizing this is the pattern," said Rodney Palmer of the Simcoe County Safe School Committee. "We went to the school board and they did nothing."

The symptoms, which also include memory loss, trouble concentrating, skin rashes, hyperactivity, night sweats and insomnia, have been reported in 14 Ontario schools in Barrie, Bradford, Collingwood, Orillia and Wasaga Beach since the board decided to go wireless, said Palmer.

"These kids are getting sick at school but not at home," he said. "I'm not saying it's because of the Wi-Fi because we don't know yet, but I've pretty much eliminated every other possible source."

The Simcoe County school board could not be reached for comment Friday as their offices were closed.

The group offered to pay for wired connections if the board would switch off the Wi-Fi, Palmer said.

"They didn't even say no. They ignored it and ... reaffirmed their position supporting Wi-Fi," he said. "They are culpable and ... they have the gall to go on the record and say they haven't had any doctors' notes. Well, what doctor has been schooled about the rate of microwave infections?"

Susan Clarke, a former research consultant to the Harvard School of Public Health, said Wi-Fi technology alters fundamental physiological functioning and can cause neurological and cardiac symptoms.

"We have statistics that show that children, especially young children, are going to absorb much more radiation than older children and adults because of their thinner skulls and because the size of their brains more closely approximates the size of the wave length being deployed," said Clarke.

Wireless technology also wastes energy, is less secure than wired connections, could be violating students' right to a safe environment and should be turned off in schools, she said.

"The simple solution is plug back in the wired, ported system that's already there and unplug the wireless," she said. "It's real easy and it costs nothing. In fact, it will save money."

Prof. Magda Havas of Trent University in Peterborough, Ont., who does research on the health effects of electromagnetic radiation, issued an open letter to parents and boards saying she is "increasingly concerned" about Wi-Fi and cellphone use at schools.

Claims by Health Canada that Wi-Fi is safe provided exposures to radiation are below federal guidelines is "outdated and incorrect" based on the growing number of scientific publications reporting adverse health and biological effects, wrote Havas.

"It is irresponsible to introduce Wi-Fi microwave radiation into a school environment where young children and school employees spend hours each day."

The Ontario Ministry of Education said it had heard from the parents in Simcoe County, and had a complaint passed along from a Peterborough family worried about Wi-Fi in schools, but said it was up to local school boards to deal with the issue.

"The boards, the principals and the teachers should work together to address those concerns," said ministry spokeswoman Erin Moroz.

The provincial New Democrats said they too had been hearing from parents worried about the effects of wireless technology on children and called on the chief medical officer of health to investigate.

"Within a few months of Wi-Fi being installed, stories start coming forward with kids complaining about headaches, neurological effects, loss of balance and problems with fine motor skills," said NDP health critic France Gelinas. "There is enough anecdotal evidence from parents that this is worth looking into."

Palmer plans to find alternate schools or even home school his two children this fall if the board doesn't agree to turn off the Wi-Fi, and said other parents will likely follow suit if the symptoms return.

"If they're going to continue to endanger the health of children, I can predict that many of the parents who are now writing us saying their kids have been fine all summer are going to have a change of heart about the third week of September when their kids are coming home from school with these problems, particularly the ones that are passing out and falling down, hitting their head on the gym floor," he said.

While parents worry about younger children, concerns about the health effects of wireless technology prompted Lakehead University to virtually ban Wi-Fi from its campuses in Thunder Bay, Ont., and Orillia, Ont.

"There will be no Wi-Fi connectivity provided in those areas of the university already served by hard wire connectivity until such time as the potential health effects have been scientifically rebutted or there are adequate protective measures that can be taken," states Lakehead's policy on Wi-Fi and cellular antennae.

Joshua Hart does not want a SmartMeter.

But unless state officials and Pacific Gas and Electric Co. relent, he's going to get one anyway.

Hart, 34, considers the radiation from wireless devices - such as cell phones, laptops and the new SmartMeters - a health hazard. He covered the existing electricity meter at his home in Scotts Valley (Santa Cruz County) with a sign proclaiming the premises a "SmartMeter-free zone." On several occasions, he has followed meter installers around town with a video camera, filming as residents tell the installers to leave their homes alone.

Hart, a freelance writer and transportation planner, even interrupted a speech last week by PG&E Chief Executive Officer Peter Darbee and tried to hand the executive a box labeled "dumb meter."

But in the end, Hart probably won't have a choice. When the California Public Utilities Commission approved the SmartMeter program, the regulators didn't give PG&E customers the ability to opt out. Sooner or later, all PG&E customers will get SmartMeters for their electricity and gas service, whether they want the meters or not.

"It just rubbed us the wrong way that we can choose not to use a cell phone, we can choose not to have Wi-Fi, we can choose to make our home relatively free of (electromagnetic fields), but then here comes PG&E, and suddenly you have no choice," Hart said. "People need to feel they're in control of their own homes."

The same lack of control angers people who distrust SmartMeters for different reasons.

Accuracy concern

Many PG&E customers have questioned the meters' accuracy, a criticism that PG&E considers overblown. Other customers complain that the devices, which measure electricity use hour by hour, invade homeowners' privacy by revealing when people wake up, go to work and leave on vacation.

The lack of choice is a common thread linking all of those issues. Regardless of whether they're concerned about accuracy, privacy or health, no PG&E customers can reject the meters - at least not for long. Meter installers will leave a home if confronted, but eventually they'll return.

"We don't necessarily say we'll be back in this amount of time," said PG&E spokesman Denny Boyles. "What we do is try to reach out to the customer, talk to them about the program, talk to them about the benefits of the program. ... Eventually, we will install the meter."

Under rules approved by the utilities commission, PG&E has the right to enter private properties for any reason connected to providing electricity service. That includes installing a new meter.

PG&E executives and California officials view advanced meters as essential to many of the state's long-range energy plans.

In time, the meters will enable utilities to start charging different prices for electricity use at different times of day, encouraging Californians to use power in the mornings and the evenings instead of the afternoons, when demand hits its peak. Lowering peak demand, in turn, could cut the number of power plants that need to be built, helping to fight global warming. Other California utilities are installing their own versions of advanced meters.

"If you have people opting out of that, you've put a chink in the program," said utilities commission President Michael Peevey. "It's vital to have universality of service."

The commission has ordered a study of the SmartMeter's accuracy, the results of which could be available late this month or in early September. But so far, the commission has resisted calls for a SmartMeter moratorium, saying that delaying the program could add to its already considerable $2.2 billion expense. Scotts Valley, San Francisco and other cities have asked for a moratorium across all of PG&E's service territory, and the town of Fairfax recently adopted its own temporary ban on the devices.

Helen Burt, PG&E senior vice president and chief customer officer, said other utilities that are installing advanced meters around the world are also making the meters mandatory for their customers.

"We didn't think of making it voluntary, and I don't think any utility in the U.S. or anywhere else has made it voluntary," she said. "I wish there were a way to make the grid work without everyone participating, but we haven't figured that out yet."

There has been some resistance. Last year, lawmakers in the Netherlands backed off a bill to make advanced meters compulsory after consumer advocates raised the same privacy concerns that PG&E has faced.

To individual homeowners who for various reasons don't want a SmartMeter, the lack of choice can be maddening.

Health troubles

Sudi Scull says she experiences intense migraines in the presence of electromagnetic fields. Cell phones and computers can set off blinding headaches, she says. The condition, often referred to as electromagnetic hypersensitivity or electrosensitivity, remains highly controversial, dismissed by much of the medical establishment, and Scull says she knows many people have a hard time accepting it.

"It's hard to believe, if you don't have it and don't feel it," said Scull, 61, a marriage and family therapist.

But she and an increasingly vocal group of PG&E customers say the SmartMeters make them sick. A SmartMeter was installed on Scull's San Francisco home in January, although she didn't know it at the time. She quickly became ill with symptoms that included anxiety, heart palpitations, depression and vomiting. She found the SmartMeter only after a neighbor asked her if she had one.

Scull persuaded a PG&E manager to have the device removed. But she fears she may have to move when the utility wants to install it again. PG&E insists the devices are safe, emitting less radiation than federal guidelines allow.

"I have a house that I love, I've lived here 20 years and I don't want to move," Scull said. "We have absolutely no freedom on this."
