Man takes on council over tower

A Timaru man unhappy about a cellphone tower being installed near his home is taking the Timaru District Council to the Environment Court.

At a hearing in August, Bruce Spiers will ask the court to rule that the district council incorrectly interpreted its own district plan when it allowed a cellphone tower to be installed in a residential area.

A 10-metre pole and equipment cabinet was installed on the grass median of Craigie Avenue early last year without public consultation.

Mr Spiers can see the tower from his kitchen window. He approached the council at the time it was installed but with no success.

He is now asking the Environment Court for a declaration relating to cellphone sites in all of the Timaru District's residential zones.

He believes the council misinterpreted its district plan when it gave consent for the Vodafone tower in Craigie Avenue.

While his interest was solely in the Craigie Avenue tower, any declaration would apply to all residential areas within the district. Mr Spiers did not know how many towers there were in such zones.

If the Environment Court found in his favour, he was uncertain of the impact it would have on the council, but considered it would be up to the ratepayers if they wanted it enforced in specific cases.

He did not expect the court decision to have an impact in other parts of the country as district plans were unique to the individual councils.

Mr Spiers decided to take the council to the Environment Court as the $55 filing fee was more affordable than the $20,000 judicial review of the council's cell tower approval.

The siting of the tower was not notified as the council considered it a discretionary activity for the zone under the district plan, district planner Peter Kloosterman said yesterday.

The Craigie Avenue tower was on the road reserve within the residential zone.

The Timaru District Plan was notified in 1995 and has been operational since 2005. Mr Kloosterman said it was the first time a resident had taken such action over cellphone sites.

All towers had to meet the National Environmental Standards.

Vodafone New Zealand has objected to the declaration.

Residents on and near Craigie Avenue claimed they were kept in the dark when the tower was being installed.

The potential effects of electromagnetic energy emission levels were a point of contention.

The wraps come off New Zealand's third mobile network this week with the launch of new entrant 2degrees.

2degrees have already signed up 50,000 people to its "try before you buy" sim card offer and from Wednesday the network will go live with handsets and sim cards available for purchase from supermarkets, petrol stations and electronics retailers.

New chief executive Eric Hertz - a replacement for Mike Reynolds who has stood down to return to the United States to work for an as yet unnamed company - will unveil details of the calling plans and handsets tomorrow in Dick Smith's new Queen St store.

Television ads fronted by funnyman Rhys Darby have promised an end to contracts, complicated call plans and selecting "best mates" - clear digs at competitors Vodafone and Telecom.

Mobile numbers for the new operator will have the 022 prefix with 85 of the most popular numbers being sold on Trade Me to benefit children's charity KidsCan.

Other numbers will be available on a first in, first served basis with a $5 bonus credit for anyone bringing their existing Telecom or Vodafone numbers to 2degrees.

The new network comes two months after the launch of Telecom's XT network.

Telecom is not revealing specific details of connections to XT ahead of the company's annual results out on August 21, but figures released by the company last month showed 100,000 customers had signed to XT.

A company spokesperson said average foot traffic into Telecom retail stores had increased by more than 50 per cent since launch.

Competitor Vodafone - which will be used by 2degrees customers when they move off the company's partially built network - has also recently upgraded its coverage to offer 3G access across its network.

Last Friday the New Zealand arm of the global phone giant demonstrated the latest version of 3G technology - 21.1 megabits per second HSPA plus - promising average broadband speeds of between six and seven megabits per second.

Vodafone said the alpha trial - New Zealand is the first country to roll out the Nokia Siemens technology - would be available to a selection of customers later in the year.

The story below is about a facial skin condition - rosacea (pronounced roh-ZAY-sha). After reading the story I believe that electro magnetic radiation from cell phones and cordless telephones aggravates this disease and may have caused it to become so prevalent today.

It is not unusual to see cell phone users turning red as they are being exposed to microwave radiation. Sometimes it is the ears that become red, sometimes the forehead, the neck or the cheeks. EMR is not listed as a 'tripwire' for rosacea but there are good reasons that it should be and warnings given to sufferers.

A Misunderstood Skin Condition Sweeping the Baby Boom Generation

Rosacea (pronounced roh-ZAY-sha) is a disorder of your facial skin. While it is similar to acne, it is distinctly different and is characterized by some or all of the following indicators:

a.. Redness on your cheeks, nose, forehead and/or chin
b.. Small but obvious blood vessels on your face
c.. Facial pimples
d.. Watery, irritated or bloodshot eyes
Rosacea is a chronic, progressive disorder which is often distinguished by flare-ups fol­lowed by remissions. The condition isn't life threatening, but it can certainly be life al­tering due to its effect on your personal appearance. According to the National Rosacea Society, over 75 percent of people with rosacea feel the condition has affected their self-esteem. Many rosacea sufferers are uncomfortable in public settings and avoid so­cial activities.

Among those with the most severe symptoms, a majority feel rosacea has adversely impacted their professional careers, and almost half of that group has missed work due to their condition.

Who Has it and Who is Most Likely to Get it?

Rosacea is seen more often in northern and eastern European countries than in the U.S. It is most common in fair-skinned people, but you can develop the condition re­gardless of your skin color. If you're fair-skinned with a tendency to blush or flush easily, you're at higher risk.

The disorder is more common among women, but the more severe cases are seen in men. That could be because men don't seek help for the condition as
readily as women do.

Over 14 million Americans have rosacea, and as Baby Boomers enter the target age to develop the condition (ages 30 to 60), the number of sufferers will continue to grow. You know it's a widespread condition when major cosmetic companies are marketing prod­ucts specifically designed to conceal redness.

Even though the number of rosacea sufferers is on the rise, less than a quarter of Americans-- including many with the disorder -- have any knowledge of the condition.

How to Recognize Rosacea

Frequently, rosacea begins as redness on your cheeks, nose, chin or forehead. Occa­sionally, you might see it on your neck, ears, scalp or even your chest. This early stage redness often comes and goes, and can be confused with simple flushing.

If the condition progresses unchecked, the redness will become deeper in color and more constant. Blood vessels may appear on your face. You might notice pimples or other bumps on your facial skin. If your condition is severe, your nose may appear swollen and bumpy with excess tissue, a condition called rhinophyma.

Your eyes may also feel irritated, water frequently, and appear bloodshot.

Other warning signs to look for include:

a.. Burning, stinging, itching or a feeling of tightness in your face
b.. Rough, dry appearance
c.. Raised red patches
d.. Facial edema (swelling)
There are four subtypes of rosacea. They are:

1.. Erythematotelangectatic rosacea (subtype 1): flushing, persistent redness, possi­ble visible blood vessels
2.. Papulopustular rosacea (subtype 2): persistent redness with bumps and pimples that come and go
3.. Phymatous rosacea (subtype 3): skin thickening, enlargement of nose from ex­cess tissue
4.. Ocular rosacea (subtype 4): dry eyes, watering, burning, swelling of your eyelids, sties, damage to your cornea resulting in vision loss. It's possible to experience different subtypes simultaneously, and they can also appear one right after another. Any of the symptoms of rosacea can advance from mild to mod­erate to severe.

Possible Causes of the Disorder

The underlying cause of rosacea has remained a mystery within the mainstream medi­cal community, however, theories abound.

a.. One theory suggests the condition may be the result of oversensitive blood ves­sels in your face.
a.. Another theory attributes the disorder to mites (Demodex folliculorum) which natu­rally live on your skin. Rosacea sufferers have more of these mites than people without the condition.
a.. Genetics (family history) may play a role.
a.. There may even be a connection between rosacea and a stomach infection caused by the H. pylori bacteria.

Is Rosacea the Result of a Malfunction of Your Immune System?

Recent studies conducted by Dr. Richard Gallo of the University of California, San Diego, and an international team of researchers show promise in uncovering, in my judgment, the most likely source for developing rosacea -- a dysfunction of your immune system.

Dr. Gallo's research has found that specific immune system proteins might bring on the condition of rosacea. These proteins may trigger rosacea symptoms while they are in the process of protecting your body.

Your immune system generates natural antibiotic proteins to fight disease and help you stay healthy. These proteins go after harmful bacteria and set in motion other protective immune system responses within your body. These defending agents can be stimulated into action by either irritation or infection.

Researchers are looking into whether the action of a specific immune system protein called a cathelicidin, which has both antimicrobial and pro-inflammatory properties, might cause the development of rosacea in certain individuals. Some of the symptoms of rosacea, like skin inflammation  and enlarged blood vessels, are associated with cathelicidins. Cathelicidins are made active by a specific enzyme, SCTE (stratum corneum tryptic enzyme).

Studies have revealed rosacea sufferers have an unusually high amount of cathelicidins in their skin, as well as elevated SCTE. For these patients, it appears the chronic pro­duction and activation of cathelicidins does not inhibit bacterial growth, but instead may trigger the symptoms of rosacea
